본 연구는 지방자치단체의 복식부기 도입특성 및 사용수준과 사용자 만족도의 매개변수가 기대효과에 미치는 영향을 분석하는데 연구의 목적을 두고 있다. 분석결과에 의하면, 인구통계학적 특성에 따른 기대효과의 차이는 30세 이하와 상급기관, 짧은 근무기간일수록 효율성에 긍정적인 인식을 하고 있으며, 환경특성을 긍정적으로 인식할수록 사용자 만족도와 사용수준에 긍정적인 영향을 미치고 있었다. 그리고 건전성은 환경특성, 지원체제 순으로, 효율성은 환경특성, 근무기간, 개인적 인식수준, 지원체제 순으로 영향을 미치고 있었다. 또한, 사용자 만족도는 건전성과 효율성에 영향을 미친 반면에, 매개변수로서 사용자 만족도와 사용수준은 기대효과에 영향을 미치지 않는 것으로 나타났다. 이를 토대로 지방자치단체 복식부기 도입특성의 기대효과를 제고시키기 위한 정책적 시사점을 도출하면 첫째, 회계담당 공무원의 복식부기 회계제도에 대한 충분한 이해가 선행되어야 하며 동시에 정부의 재정개혁에 대한 신뢰심과 안정감을 도모해야 한다. 둘째, 복식부기의 올바른 정착과 실행을 위해서 충분한 인력과 예산, 법적 근거와 같은 제도적인 지원체제가 지속적으로 추진되어야 한다. 셋째, 회계담당 공무원들의 복식부기에 관한 만족도 향상을 위하여 복식부기 회계제도의 구축과 운영과정에 공무원들의 의견을 적극적으로 반영하고 이들의 다양한 정보욕구에 맞는 결과물을 제시해 줄 수 있는 체제가 마련되어야 한다. 끝으로, 회계공무원의 인식변화와 전문성 확보를 위한 체계적인 교육훈련, 인사정책, 홍보 그리고 인센티브 제도가 추진되어야 한다.

영문 초록

The purpose of this empirical study is to analyze the influence of particular characteristics of the double-entry bookkeeping system and indirect influence of usage level and user satisfaction of this accounting system as a parameter in local government. The findings were as follows: First, with regard to the difference in expectancy effect, those who had a positive perception of efficiency are public accounting officials younger than thirty years of age, working in upper institutional levels, and who have had a short career in population statistics. Second, those who had a positive perception of the environmental characteristics positively affected the usage and user satisfaction of the accounting system. Third, environmental characteristics and support system affected integrity of financial. Furthermore, environmental characteristics, career period, personal perception level, and support system influenced efficiency. Fourth, the only user satisfaction influenced integrity and efficiency of financial. In light of these findings, the following suggestions are offered for improving policies regarding the expectancy effect of the double entry bookkeeping system in local government. 1) Better understanding of dual entry accounting system and the increase of trust and security for financial innovation. 2) Enforcing support systems (e.g., personal, legal, budgetary etc). 3) Reflecting of public officials' opinions in practice process. 4) Implementation of systematic education, training, personal policy, publicity, and an incentive system.
