국문 초록

집단기억은 국제관계에서의 아이덴티티와 상호인식을 설명하는 중요한 변수다. 이 글은 종전 이후 지난 60여 년 동안 일본인들의 한국관은 어떻게 변해왔는지, 그리고 인식의 변화가 생기게 동인들은 무엇인지 등의 문제를 각종 여론조사자료를 중심으로 분석한 뒤 한일 관계의 현재와 미래를 조명, 전망한다. 19세기 말 메이지 유신부터 시작된 일본의 ‘탈 아시아화’는 군국주의 시대를 거치면서 한반도를 포함한 아시아의 심각한 비하로 이어졌고 1945년 패전과 함께 공고화된 냉전구도의 안에서 아시아와 한반도는 일본인들의 뇌리에서 망각되기 시작했다. 1980년대 일본을 경쟁자로 의식한 미국의 "일본 때리기(Japan Bashing)"가 계속되면서 냉전시대가 막을 내린 1990년대에 일본은 아시아를 재발견하게 된다. 일본경제가 10여 년간의 침체국면을 맞은 사이 중국이 잠재적 경제대국으로 떠오르고 또 한국이 민주국가로 대두하게 되면서 일본의 아시아적 정체성은 강해진다. 이런 변화 속에 일본역사교과서 파동, 위안부 문제, 야스쿠니 신사참배 등의 과거사가 지난 20여 년 동안 한-일간의 외교쟁점으로 부각되었다. 이라크 전쟁 이후 흔들리는 미국의 입지는 대미중심적 외교를 펼쳐온 일본의 '아시아 속의 일본 찾기'라는 또 다른 정체성의 모색으로 이어지고 있다.

영문 초록

The aims of this paper is to identify the underlying conditions that account for shifts in the Japanese public perceptions of Koreans as well as changing war memories. In addressing the question as to 'why the Koreans still make a case out of the past events?,' this research analyzes the longitudinal trend that shows Japanese historical awareness as framed by the existence of external others and their relative importance to Japanese national interests. Despite widespread conventional wisdom of Japan as a confirmed non-apologizer on the war issues, at the level of the general public the sense of past wrongs has changed remarkably since the 1980s. The "First Textbook Controversy" of 1982 signalled the first large-scale antagonistic reaction from Japan's Asian neighbors, including South Korea., International criticisms also facilitated the general understanding that Japan had not done enough to atone for the Asian peoples' suffering. The controversy foreshadowed current controversies over Japan's war responsibility. Japan's self-identity has been in flux since its encounter with Europe at the dawn of Meiji Restoration. With the rising importance of China and democratized Korea, Japan is, once again, at a crossroads with the U. S. and Asia.
