국문 초록

1980년대 민주화의 성과물인 대통령 직선제는 지역주의라는 바람직하지 않은 결과로 귀결되었다. 지역주의 자체는 중립적이라 할 수 있지만, 선거에 참여하는 후보자와 유권자들의 합리적 선택과 동등한 기회를 방해하고 있으며, 지방정치의 자율성마저 훼손하는 결과를 낳고 있다. 따라서 보다 많은 민주주의를 위해서는 지역주의의 부정적 측면을 제거할 필요가 있다. 이를 위해 지역주의의 형성요인을 살펴보는데, 여기에는 사회문화적 요인과 경제적 요인, 그리고 정치적 요인의 제약 속에서 권력획득이라는 자기이익을 극대화하기 위해 경쟁하는 정치엘리트의 전략적 선택, 그리고 제한적 합리성이라는 한계를 가진 유권자의 소극적 대응 사이의 상호작용에 의한 결과물이라는 결론으로 귀결된다. 따라서 이러한 조건들의 변화를 통해 지역주의의 완화를 기대할 수 있는데, 특히 제도적인 변화는 정치엘리트와 유권자들의 의식변화를 자극하는 계기가 될 것이다. 또한 개인적 이익을 넘어 사회 전체적 이익을 실현하기 위해서는 유권자들의 정보획득과 분석능력의 향상이 필요한데, 이를 위해서는 왜곡되지 않은 정보의 제공이 필요하며, 민주적 절차의 반복과 훈련은 훌륭한 단초를 제공할 것이다

영문 초록

A direct presidential election system, resulting from democratization, has undesirable results. While regionalism itself is impartial, it affects the fair choice and the equal opportunity of candidates and electors as well as the autonomy of local politics. It is necessary to eliminate these negative effects of regionalism in order to improve democracy. Regionalism is the outcome of astrategic choice of the political elite—operating within the limitations of aparticular sociaol-cultural, economic and political context—, who wish to maximize their political power for their own personal gain. It is also the product of passive correspondence, namely, the reaction of electors, who are under many limitations, referred to as bounded rationality. Therefore, a change in the social conditions would ease the tension of regionalism. Institutional change would motivate the political eliteand the electorate to change their points of view. In order to do so, it is especially necessary for electors to repeat and practice the democratic process and furthermore, to analyze and offer information that is not distorted. This would offer a good starting point for such change.
