국문 초록

지금 세계의 많은 국가들 중에 테러의 대상에서 비켜가는 나라는 없으며, 세계 반테러 전쟁에서도 한국만이 예외 일수 없듯이 지구상의 누구든 전 세계적인 현안인 테러리즘에 대한 관심과 책임의식을 공유해야 한다. 인질납치테러는 테러조직이 자신들의 주장을 효과적으로 전달할 수 있는 수단으로 인식하면서 세계적으로 점점 빈발하였고, 서방 사람들을 주로 납치했던 국제테러단체들이 최근 공격 대상을 확대하여 한국인을 포함시킴에 따라 우리 국민들에게는 점점 심각한 위협으로 다가왔다. 세계화 시대에 우리국민의 활동영역이 점점 커지는 상황에서 해외투자와 무역, 선교, 여행 등으로 해외로 드나드는 한국인의 수효가 해마다 증가함에 따라 위험지역에 노출된 한국인들의 인질납치테러의 가능성과 위협은 그만큼 높아졌다. 인질납치테러는 사검의 특성상 무력으로 해결하려다 실패하고 인질이 살해될 경우 심한 도덕적 비난을 감수하여야 하기 때문에 해당 정부가 기업이 웬만하면 몸값을 지불하고 해결하려 들 수밖에 없다. 바로 이러한 영향력을 이용하여 해당 국가기관에 엄청난 압력과 영향을 줄 수 있다. 본 연구에서는 인질납치테러의 특징, 유형 등의 본질에 대해 살펴보고, 해외에서 발생한 한국인의 인질납치사건사례들을 통해 문제점과 과제를 도출하여 우리국민의 안전과 국가위기의 상황을 다시 인식하고 해외에서의 우리 국민에 대한 인질납치 테러 시 그에 따른 대응 및 정책방향을 제시하고자 한다.

영문 초록

No countries in the world have evaded being a target for terrorist today. As well as South Korea, the whole world must share attentions and responsibilities for fighting against the terrorism. The number of hostage abduction has increased since the terrorists use it as an effective method of sending a message. Since the international terrorists groups have expanded their targets from Western countries to Koreans, civilian hostages are no longer other's affair; it became a serious threat to public. Lessons from hostage issues such as Korean hostage crisis in Somalia and Afghanistan show that it can cause criticism on moral issues if armed rescue missions fail or hostages are killed, so the governments and related corporations try to solve it vy paying ransom. Terrorists use these advantages in order to put a huge pressure on the governments. Increased Korean investment, trade, missionary, and travel overseas also expanded activity regions worldwide. It also result increased terrorist threats and possible abduction. In this study we will look at essential characteristics and types of hostage abduction. In this study we will look at essential characteristics and types of hostage abductions and recognition of national safety, lessons and solutions to terrorism from previous hostage cases. This study is composed as follows; Chapter I composed of introduction. Chapter II composed of theoretical backgrounds on the matter of kidnapping terrorism ; concept, types of hostage abductions, characteristic. Chapter III includes Korean kidnapping case in overseas. Chapter IV composed of lessons and solutions to terrorism from Korean kidnapping case in overseas. Chapter V is conclusion of this study
