국방비 지출의 경제적 효과 - 2000년 산업연관표를 중심으로

국문 초록

  국방비 지출이 경제성장이나 국민경제에 미치는 효과에 대해서는 국내외에 걸쳐 다양한 연구가 진행되었지만 그 효과에 대해서는 지금까지 논란이 많다. 기존의 실증분석 결과를 보면 시기, 국가 여건, 데이터 성격, 분석 모형 등에 따라 상이한 결론을 제시하고 있다.
  본 연구에서는 ‘2000년 산업연관표’를 이용하여 우리나라의 국방비 지출의 구조적 특성을 파악하고 경제적 파급효과를 측정함으로써 국방부문이 국민경제에 얼마만큼 기여하는지를 분석하였다. 한국은행이 2003년에 발표한 ‘2000년 산업연관표’는 국방부문을 내생부문에서는 ‘공공행정 및 국방’으로, 외생부문에서는 ‘정부고정자본형성’으로 통합되어 있다. 이와 같이 통합된 부문을 국방부문과 국방제외 정부부문으로 분리하여, 국방부문을 하나의 독립된 산업으로 간주한 ‘2000년 국방산업연관표’를 새로 작성하였고 이를 이용하여 국방비 지출이 우리 경제에 미친 효과를 파악하였다.
  분석결과 2000년을 기준으로 볼 때 우리나라의 국방비는 그 지출액의 약 1.71배에 해당하는 생산을 유발하였고, 약 76%가 부가가치(소득) 형태로 국민경제에 다시 환원되는 것으로 나타났다. 이는 국방비 지출이 유효수요의 창출을 통하여 국민경제에 기여하고 있음을 보여주는 것이라고 할 수 있다.

영문 초록

  Using an ‘Input-Output Table of year 2000’ of Korea, our research analyzes how much national defence expenditures contribute to national economy by scrutinizing a structural character of national defence expenditures and measuring economic spreading effects of national defence expenditures on national economy. In the industrial classification of the ‘Input-Output Table of year 2000’ released by the Bank of Korea in 2003, the national defence part is combined with the government part and appears under the ‘public administration and national defence’ category in the endogenous part. It is also combined with the government and appears under the ‘governmental fixed capital formation’ category in the exogenous part. We separate the national defence expenditures part from the combined part, regard the national defence as an independent industry, and build a modified ‘National Defence Input-Output Table’. We use this to analyze effects of national defence expenditures on our economy.
  Our analysis of the national defence input-output table of year 2000 shows that national defence expenditures induce 23 trillion and 238 billion won of national production, which is about 1.71 times of the national defence expenditures, and about 77% of the national defence expenditures themselves are contributed to our economy as a value added form. Therefore, regardless of other economic effects, the result shows an evidence against a view of wasteful and anti-productive national defence expenditures at least in terms of effective demand creation.
