국문 초록

  탈냉전시대 동북아 안보환경에 있어서 가장 두드러진 특징은 강대국간의 경쟁과 협력이라고 할 수 있다. 미국은 동북아 지역의 전략적 안정에 있어서 주도적 지위를 유지하기 위해 노력하고 있으며, 중국은 미국의 일방주의를 견제하는 한편, 영향력 확대를 위해 노력하고 있다. 미국과 일본의 안보협력은 이 지역의 평화유지에 가장 핵심적인 기제로 작용하고 있으나, 중국과 러시아는 미국과 일본의 영향력이 확대되는 것을 견제하기 위한 협력을 지속하고 있다. 중국은 동북아 지역에서 군 비경쟁을 촉발하는 주된 세력이며 세계 제2의 군사비 지출국인 일본 또한 자위대의 활동 영역을 확대하는 등 군사력을 강화하고 있다.
  이러한 안보환경 하에서 한국과 대만은 역내 평화유지를 위한 다양한 협력 방안을 고려할 수 있다. 1992년 한국은 대만과의 외교관계를 단절했지만 대만과는 여전히 매우 밀접한 경제적 협력관계를 유지하고 있으며, 군사분야에서도 다양한 협력이 가능할 것으로 생각된다. 비군사적 분야에서의 협력은 해상수색 및 구조활동에서의 협력, 다자간 안보협력기구에서의 협력 및 다양한 협력 네트워크 구축 등을 고려할 수 있다. 군사적 분야에서의 협력은 해상교통로에서의 해적행위에 대한 공동 대처, 대만과 제주도 사이에서 우발적 해상 충돌 발생시 협력, 군사적 정보 공유 및 교환, 대량살상무기 확산 방지를 위한 협력 등이 고려될 수 있다.
  그럼에도 불구하고, 한국과 대만이 공식적 외교관계를 회복하기에는 많은 장애가 놓여있기 때문에 비정부차원 및 인도적 차원에서의 협력을 지속적으로 확대해 나가야 한다. 또한 한국은 대만 이 국제기구에 가입하는데 적극적인 협력을 제공해야 하며, 다양한 협력 네트워크를 구축하기 위한 노력을 지속해야 한다.

영문 초록

  The post-Cold War security environment in Northeast Asia can be characterized as cooperation and competition among regional countries. The US tries to maintain leadership role to keep strategic stability, while the PRC attempts to check American unilateralism and expand it own sphere of influence in the region. The US-Japan security cooperation is the core strategic mechanism for peace and security in Northeast Asia. Whereas China and Russia share common interest of preventing the US and Japan from expanding their influences in Northeast Asia. China became the main force of arms competition in the region, while Japan, as the second largest military spending country in the world, accelerates military build-up and expands areas of defense activities for its Self-Defense Forces.
  Under these circumstances South Korea and Taiwan may find many security issues that the two countries cooperate with each other. Though South Korea severed diplomatic relations with Taiwan in 1992, they still maintain close relations in many areas, mainly in economic field. However, the two countries can do many things in security area in both military and non-military areas. Cooperation in non-military area includes: cooperation for naval search and rescue activities; cooperation at multilateral institutions; and cooperation for the construction of cooperative networks. Possible areas of cooperation between South Korea and Taiwan includes: cooperation to protect sea lane of communications from piracy or unexpected naval accident around the area between Taiwan and the Cheju Island; information sharing and exchanges; and cooperation to prevent proliferation of WMD.
  Though there exist many obstacles for the resumption of official diplomatic relations between South Korea and Taiwan, the two countries should make various efforts to expand exchange and cooperation at non-governmental and humanitarian levels. South Korea needs to be active to support Taiwan to participate to both international governmental and non-governmental organizations. Furthermore, the two countries should make every effort to expand various networks of cooperation.
