민주적 관료통제의 정치적 요인에 대한 분석 - 김대중 정부의 대북정책과 노무현 정부의 사회경제정책을 중심으로

국문 초록

  민주적 관료통제의 문제에 대해서는 그 심각성에 비해 학계에서의 심도 있는 연구와 논의가 대단히 빈약하였다. 이 연구는 김대중 정부의 대북정책과 노무현 정부의 사회경제 정책의 비교 분석을 통해 민주적 통제를 부당한 정치적 개입으로 받아들이는 기술관료(technocrats) 현상의 원인과 대응 방안을 분석하였다. 이 연구는 민주적 관료통제의 성공 요인으로서 정책 이념, 정치적 기획가, 정책 네트워크를 고찰하여 보았다. 체계적이고 논리적인 정책 이념의 제시, 이를 실용적 정책으로 만들 수 있는 유능한 정책 네트워크의 구축, 이념과 네트워크를 효율적으로 조정할 수 있는 정치적 기획가의 능력은 환경의 제약을 극복하고 우호적 여론을 조성한다. 김대중 정부의 햇볕정책은 이러한 요인들이 결합하여 관료통제에 성공한 사례에 해당된다. 한편 노무현 정부의 사회경제정책은 그 반대의 경우에 해당된다고 할 수 있다.

영문 초록

  This study concentrates on political control of the state bureaucracy in the wake of administration change, a process which occurs often elsewhere but is relatively new to Korea"s nascent democracy.
  While many studies are devoted to democratic control of bureaucracy, relatively little scholarly attention was been given to understanding the dynamics of political control of bureaucracy for new incoming administrations. In an effort to fill this gap, this study overviews the existing theories and experiences of advanced democracies in a comparative perspective, and forms ananalytical framework built on five reference points: Policy idea, policy network, political entrepreneur, international environment and public opinion. This study concludes by presenting some theoretical implications for systemic policy idea, coherent policy network, among which the importance of political entrepreneur comes first.
