국문 초록

  자치경찰제는 분권과 자율이라는 국정원리를 구현하기 위한 정부의 주요국정과제의 하나이며 따라서 지방행정과 치안행정과의 연계성을 높여 지방자치의 완성도를 높이고, 국가경찰과 자치정체의 이원적 체제의 긍정적 측면이 극대화되어야 한다.
  자치경찰의 재정부담은 기본적으로 업무배분에 따라 당연히 이관되는 관련예산과 더불어 자치단체부담경비에 대해서도 일정한 부분을 국가에서 지원하고, 초기에는 가급적 많은 자치단체가 자치경찰제를 도입할 수 있도록 국가의 적극적인 지원대책을 마련해야 찰 것이다. 그리고 자치경찰제 도입에 따른 치안서비스 확대에 따라 자치단체내 자치경찰의 안정적 재정확보가 유지되도록 하여야 한다.
  자치경찰의 재원확보는 자치경찰의 정치적 중림이나 독자성을 확보할 수 있는 방향으로 모색되어야 할 것이며 집행가능성과 지방정부의 재정자립도를 고려하여 특별회계로 관리하는 것이 적절할 것이다. 즉, 자치경찰의 특수성과 전문성을 확보하고 예산편성과 집행이 용이하도록 자치단체의 일반회계와 분리하여 특별회계로 설치하는 것이 적절하다고 본다.

영문 초록

  The local autonomous police system in Korea has teen discussed a lot since it is the most important aspect to complete the systemic efficiency of the democratic governance. The introduction of the autonomous police system is needed for the police so as to accommodate swiftly the citizen"s need on the security services by responding immediately to the urgent security demands or increase of the policy duties related to the daily lives of residents.
  One of critical points on the establishment of the system is adequate distributors of the central and local functions and financing through the enlargement and provision of sufficient local finance fund. For that purpose, a proper adequate allocation of financial resources between central government and local government is in order. Overall view on the regional finance adjustment system and regional tax origins is also required.
  In conclusion, the adequate budget responding to regional circumstances must be established by prediction and analyzing correctly the security demands and realization of financial resources allocation is also wanted in using the budget.
  Most of all, it is urgent to accomplish the autonomous police grants and use the matching grants to support the local finances.
