국문 초록

  역외금융센터에 대한 일반인들의 인식은 범죄조직의 돈세탁과 탈세기지의 수준에 머물러 있는 경우가 많다. 그러나 역외금융센터는 국제금융시장에서 주요세력의 일원으로 자리 잡고 있으며 금융혁신에 있어서 주목할 만한 기여를 하고 있고 국제금융시장에서 그 영향력을 더욱 확대해 나가고 있다. 역외금융센터의 성장세는 80년대 각국의 규제완화와 90년대 국제기구들의 감독강화에 밀려 위축될 것으로 예상되었으나 아시아 금융위기 후 그 신장세가 다시 지속되고 있다. 역외금융센터가 낮은 조세와 규제 그리고 비밀보장의 세 가지 속성을 활용해서 금융시장을 발전시키는 효과는 역외금융센터 자신이 실질적 국제금융중심지로 발전하는 자체 발전효과와 역외금융센터가 주변에 위치한 금융시장의 경쟁력을 지원하는 지원효과 두 가지 형태가 있다. 역외금융센터의 금융시장 발전효과는 거래비용절감, 혁신적 금융상품 공급능력, 그리고 자본의 국제적 이동 내지는 세계화 촉진 세 가지 측면에서 찾을 수 있다. 역외금융센터의 부정적 기능에 대해서는 불법금융거래가 on shore, off shore 모두에서 발생하고 있다는 균형감각을 유지할 필요가 있다. 역외금융센터에 대한 부정적 인식만을 가지고서는 국제금융시장에서 OFC의 역할과 비중이 계속 증대되고 있는 원인과 금융시장에서 진행되고 있는 혁신의 방향을 제대로 파악하기 어렵다.

영문 초록

  General understanding on the offshore financial centers still remains at the level that they are mostly for the money laundering of criminal groups and tax evasion. But OFCs are becoming one of the major players in international financial market, making a notable contribution to financial innovation with expanded influence on the global market activities. The growth of the OFCs, once expected to be out of steam due to the worldwide softening of regulation in 1980s and the strengthened scrutiny by the international watchdogs in 1990s, resumed its pace after the Asian financial crisis. The OFCs" financial market advancement effect which stems from the three attributes, i.e., low level of tax and regulation, and banking secrecy, can be divided into two. The first is the self-growth effect which represents an OFC developing into a global financial hub with real business activities. The second is the supporting effect for an OFC assisting the competitiveness of the neighboring financial center(s). These two effects can be found in transaction cost reduction, provision of innovative products, and facilitating capital movement across national borders. About the negative functions of the OFCs we need to keep a balanced view that illegal activities arise both at on-shore and off-shore. It would be difficult to catch up rightly the causes of the continued expansion of the OFCs and the direction of the financial market innovation under way only with the negative perception on the OFCs.
