복지지출과 소득불평등간의 인과관계에 대한 실증분석

국문 초록

  소득불평등과 복지지출은 오랜 기간 동안 경제학자와 정치학자들에게 관심을 받아 왔다. 하지만 그동안의 소득불평등과 복지지출과의 관계에 대한 연구는 소득불평등이 복지지출에 미치는 영향과 복지지출이 소득불평등에 미치는 영향을 각각 분석해 왔다. 이와 같은 기존 연구는 소득불평등과 복지지출이 서로 영향을 미치고 있다는 것을 암시한다. 따라서 양자의 관계를 함께 분석하여 변수 간 내생성 문제(endogeneity problem)를 해결해야 한다. 본 논문은 기존 연구들의 이러한 한계점을 극복하기 위해 새로운 자료(EHII 소득불평등 지수, OECD Factbook 2007의 GDP대비 복지지출)와 동시방정식 모형(Simultaneous Equation Model)을 이용하여 소득불평등과 복지지출의 인과관계를 분석하였다. 분석결과, 소득불평등이 커지면 복지지출이 줄어든다는 보험이론이 실증적으로 타당함을 알 수 있었다. 또한 복지지출이 증가하면 소득불평등이 줄어든다는 사실을 확인할 수 있었다.

영문 초록

  Income inequality and social expenditure have been interested by economists and political scientists for a long time. However the studies on the relation between income inequality and social expenditure have separatelyanalyzed effects on which income inequality affects social expenditure and social expenditure affects income inequality until now. Previous studies suggest that two facts affect each other. Therefore, we need to solve the endogeneity problem between the variables by analyzing both relations together. This thesis analyzed a casual relationship between income inequality and social expenditure using new data(INEQ, GDP-to-social expenditure ratio of OECD Factbook, 2007) and Simultaneous Equation Model to develop the limit of the previous studies. Analysis shows that it is positively proper that insurance theory which more income inequality induces less social expenditure, and viceversa.
