국문 초록

  정부는 라틴아메리카와 의욕적으로 FTA를 추진 중이다. 그러나 라틴아메리카의 고등교육에 대한 연구는 매우 부족하다. 본 논문은 라틴아메리카와의 FTA와 UNESCO의 ‘국경없는 고둥교육 질 보장을 위한 지침’을 고려하여 라틴아메리카 고등교육 평가 체제와 평가결과의 국가간 상호인정에 대하여 조사하고 우리나라 대학평가의 발전을 위한 시사점을 탐색하였다.
  라틴아메리카의 고등교육 평가 체제는 1980년대부터 이루어진 고등교육의 급속한 팽창과 국제화의 결과로서 나타났다. 짧은 평가역사에도 불구하고 많은 국가들이 고등교육법에 평가를 명시하고 담당 기관을 설립하고 있다. 기관에 대한 평가는 미흡한 측면이 많지만 전문직 관련 프로그램에 대한 평가는 활발하게 이루어지고 있다. 특히 경제공동체 단위로 MEXA, SICEVAES 등 평가결과의 국가간 상호인정 체제를 갖추어 나가고 있다.
  우리나라는 늦었지만 2007년 고등교육법에 대학평가를 의무화하는 조항을 신설하여 대학평가체제를 정비중이다. 국제화에 대비하기 위해서는 대학평가체제를 하루 빨리 정착시키고, 평가 참여를 활성화하는 한편, 평가결과의 국가간, 지역간 상호인정을 위한 작업을 시급하게 진행해야 할 것이다.

영문 초록

  Korean government is driving on FTAs with some countries(Chile, Mexico) and region(MERCOSUR) in Latin America. Despite that, studies for higher education in Latin America are short. Thus, this paper surveyed higher education evaluation system and mutual recognition of evaluation results in Latin America and recommend some comments for Korean higher educational evaluation system.
  The higher education evaluation system in Latin America is result from rapid expansion of demands for higher education and internationalization. Despite short history of evaluation from middle of 1990s, many countries in Latin America had formulated higher education act contained articles related to education, had established organizations for evaluation, and have carried out institutional and program evaluation and accreditation. Also, they have established mutual recognition system of evaluation results like MEXA in South America and SICEVAES in Middle America.
  At last year, Korean national assembly made articles in higher education act that every higher education institutes and programmes have duty of evaluation. Korean government and related organizations must make various efforts to settle evaluation system and culture, to power participation, and to establish mutual recognition system of evaluation with other countries.
