능력기준 장학금정책의 변화동향과 쟁점분석 - 미국 주정부의 ‘광범위한 능력기준 장학프로그램’을 중심으로

국문 초록

  이 연구는 1990년대 중반이후 미국의 14개 주정부에서 시행하고 있는 ‘광범위한 능력기준 장학프로그램’의 운영 실제를 토대로 능력기준 장학금정책의 변화동향을 고찰하고, 능력기반 장학프로그램을 둘러싼 주요 쟁점을 분석함으로써, 장차 우리나라의 대학생 장학금정책의 개선방향에 주는 시사점을 얻는 데 목적이 있다. ‘광범위한 능력기준 장학금정책’은 지원기준으로서 능력기준을 보다 완화하고 기준이상에 도달하면 누구나 장학금의 수혜가 가능하다는 점에서 전통적인 소수 엘리트 중심의 선별적 장학금정책과는 차이가 있다. 새로운 능력기준 장학금 정책을 설계함에 있어서 검토해야 할 쟁점으로는, 첫째, 능력기준 재정지원의 확대에 따라 필요기준 재정지원이 축소됨으로써 나타나는 공평성 저해 문제, 둘째, ‘능력’의 개념 정의와 측정방법에 관한 타당성과 공평성 문제, 셋째, 능력기준 장학프로그램을 운영하는 데 필요한 재원의 확보와 관련하여 공평성과 충분성 문제, 넷째, 다수에 대한 재정 혜택과 1인당 장학금 규모의 불충분성간의 상충 문제 등을 들 수 있다. 끝으로 미국 주정부의 광범위한 능력기준 장학프로그램이 우리나라 제도 개선에 주는 시사점과 관련하여, 정부지원 이공계장학금 가운데 ‘대통령과학장학생사업’과 구분하여 ‘이공계국가장학생사업’은 광범위한 능력기준 장학프로그램이 되도록 재설계하는 방안을 제안하였다. 그리고 상대적으로 교육여건이 열악한 지방자치단체를 중심으로 도내 고교졸업생 가운데 일정수준이상의 학력을 가지고 도내 대학에 입학하는 학생에 대하여 광범위한 능력기준 장학금정책을 적용할 것을 제안하였다.

영문 초록

  The purpose of this study is to investigate the conditions and issues of "Broad-based Merit Aid Programs" that 14 states of U.S. are practicing, and to find out implications for improving the Korean Aid system. It is different from the traditional elite programs, in that the standards of "merit" or the requirements of academic achievement are less strict, so that all students can take a benefit if they meet its essential conditions. The issues of broad-based merit aid program are as follows; First, to find the sensible solutions that don"t decrease the need-based aids, as the merit-based aid increased. Second, to find how to define reasonably the concepts and measurements of "merit". Third, to fund sources for the programs and to develop over the ability of general fund revenues and lottery sales to continue to grow fast enough to meet the demand for the merit scholarships. Finally, to find how to aid adequately per student enough to meet cost of attendance as well as to give more students scholarship. And then, the suggestions to the korean system are as follows; First, "The Scholarship for Science and Engineering Students" should be improved such as increasing the number of beneficiary of it and two more measurements of academic achievement should be applied. Second, it requires that local authorities make a positive use of broad-based merit aid program to maximize the value of local human capital.
