국문 초록

  한미 FTA는 2008년 양측 국회 비준의 일정을 남겨두고 있다. 한미 FTA는 그 타결이후에도 양측 모두 문제제기 세력이 많아서 유동적이며, 정치쟁점화되고 있다. 본고는 한미 FTA 협정문중 자동차 섬유 등 상품제조업 분야 관련 조문에 대한 분석과 영향력 연구가 그 주제다. 총론적으로 대외경제정책연구원 등에서 발표하는 대미 무역수지 흑자 예측은 잘못된 것으로 평가한다. 게다가 농업ㆍ의약ㆍ지적재산권ㆍ검역(쇠고기)ㆍ스크린쿼터 등에서 예측되는 각종 피해액수보다 미미한 액수로 추정되며, 각종 제약 조치 및 불평등 조문에 따라서 그 효과가 의문이라는 것이다. 구체적으로 ？한미 FTA 협정문？ (2007.05.25 공개) 및 세부설명자료(？한미 FTA 세부설명자료？)를 집중분석한 결과, 한미 FTA는 심지어 상품제조업 측면에서도 낙관론 위주의 한국측 정부산하 기관들의 연구 결과와는 달리 명백히 한국측에 불리한 것으로 판정한다.

영문 초록

  South Korea-USA FTA(KORUS FTA) has left the ratification of the National Assembly each other in 2008 years. There are many protesters against the agreement in parties of Korea and USA after reaching the agreement. The agreement is fluid yet, and a point of dispute. The topic of this research is the analysis and influence of the text connected with manufactured goods like a motor vehicle and textiles and apparel in the agreement. Generally I insist that South Korea"s balance of trade with USA that KIEP announced is wrong estimate. It is just estimated so much shorter than the predicated amount of damage from an agriculture, pharmaceuticals, intellectual property right, SPS(beef) and screen quota. I have doubts FTA effects because of continuance of main non tariff barrier and an equal treaty to be disadvantageous to South Korea. I conclude that this is clearly a agreement to be under handicap to South Korea clearly as a result to analyze "KORUS FTA" and the material of explanation in detail about KORUS FTA. This conclusion is wholly different from the over optimistic estimate of South Korean research institute under the government.
