정치 참여를 통한 여성의 정치 세력화에 대한 고찰

국문 초록

  본 연구의 목적은 정치 참여를 통한 여성의 정치 세력화를 고찰하는 데 있다. 본 연구에서는 개인의 정치 태도가 정치 참여에 영향을 미치고 이러한 정치 참여는 여성의 정치 세력화에 직접적인 영향을 미친다는 것을 전제로 한다. 한편, 이러한 정치 세력화는 여성의 정치의식과 여성 정책 수립에 영향을 미쳐 궁극적으로 여성의 정치 참여에 영향을 미친다는 것을 전제로 한다. 따라서 본 연구에서는 정치 참여에 직접적인 영향을 미치는 정치 이념, 정치 효능감, 정치 관심 등 정치 태도에서 남녀 간에 어느 정도 차이가 있는지를 경험적인 자료를 통해 고찰한다. 대선, 총선, 지방선거 등 전국 선거 직후 실시된 각종 국민의식조사에서 수집된 실증적 자료들을 활용해 남여의 정치 참여에 영향을 주는 요인을 분석한 결과, 첫째, 남성보다 여성의 ‘이념적 중도화 현상’이 두드러지게 나타났다. 둘째, 남녀 간에 선거 관심도에서 통계적으로 유의미한 차이가 확인되었다. 남성들이 여성보다 ‘적극적 선거 관심층’이 많았다. 셋째, 남성이 여성보다 남성이 정치 효능감이 강한 것으로 나타났다. 이러한 실증적 분석을 토대로 여성의 정치 세력화를 제고시키기 위해서는 사회화 과정을 통한 여성 유권자들의 정치 이념 성향을 강화시키고, 여성들의 선거 및 정치 관심을 높이며, 정치 효능감을 강화시킬 필요가 있다. 이외에 여성 정치인의 전문성을 강화시키고, 동시에 ‘지역구 여성후보 30% 할당제’를 법제화 할 것을 제안한다.

영문 초록

  The purpose of this study is to explore the political strengthening of women on the basis of their political participation. This study assumes that political attitudes of individuals influence political participation, and that the political participation has direct effects on the political strengthening of women. It also assumes that the political strengthening of women influences gender consciousness and women policies, and ultimately the political participation of female voters. According to the empirical analysis, which was based on data collected in the 2002 presidential election, the 2004 National Assembly election, and the 2006 local election, there are some significant differences of political attitudes between males and females. First, female voters have been inclined to be more moderate than male voters in terms of political ideology. For female voters, the portion of moderates was only 22.2% in the 1997 presidential election. However, it expanded to 47.1% in the 2006 local election. Second, male voters has more "strata" with an active interest in the election than the female voters. For male voters, the portion of activists who were much concerned with the election was 50.1% in the 2002 presidential election. On the other hand, it was only 37.2% for the female voters. Third, the male voters have stronger political efficacy than the female voters. For example, 40.4% of the male voters had a strong political efficacy that means political confidence in the 2004 National Assembly election, whereas the percentage for the female voters was 33.8%. Especially, according to the analysis of the 2006 basic local election, female voters did not vote for the female candidate because she was the same gender. On the basis of these results, this study suggests practical solutions for strengthening the political forces of women; reinforcing ideological inclination, raising political interest, and enhancing political efficacy. In addition, it suggests not only the need for reinforcing the speciality of women politicians but also introducing the 30% nomination quota system for women candidates in regional districts.
