국문 초록

  본 연구는 전통적 지역공동체의 정치적 역학관계가 오늘날 주민참여 로컬거버넌스 구축에 주는 영향을 살펴보고 정책적 시사점을 도출한다. 이를 위하여 프랑스 Trochet의 이론을 분석틀로 활용하였으며, 가장 기초적인 지역공동체(전통촌락) 내부의 구성원 간 역학관계, 외부로부터 개입한 수직적 권력의 성격과 개입내용을 분석하였다. 본 연구는 마치즈쿠라 운동 등을 통해 주민참여 지역개발이 활발하게 이루어지고 있는 일본사례를 우리나라 사례와 비교분석하였으며, 지역공동체 논의에서 역사적 맥락이 갖는 중요성을 강조하였다. 그리고 정책적 시사점으로 지역공동체 육성을 위해 시군구 이하 행정단위를 비롯한 다양한 공간단위에 대한 논의가 중요하며, 이를 위한 구체적인 지역여건 연구가 필요함을 제시하였다.

영문 초록

  The study aims to examine implications of power relationships of the traditional local community for construction of today"s inhabitant-participating local governance, and draw policy implications from it. As an interpretation framework of a local community, the study applies the theory of Trochet, a French historical geographer. His theory emphasizes two aspects of a basic local community: power relationships between members of the community, and those between the community as a whole and vertical political power, such as state power, imposed on the community. The study conducts case studies of Korea and Japan, the country of Machizukuri, and tries to emphasize the importance of historial context in recent discussions on local communities. The study concludes that, in order to nurture a local community, it is crucial to discuss spatial units including administrative units smaller than Si, Gun and Gu, and that, for this, it is necessary to conduct researches on conditions of different regions.
