지속가능발전의 개념과 논의전개

국문 초록

  지속가능발전 개념이 태동한 것은 1970년대라고 할 수 있으나, 본격화되기 시작한 것은 1992년 브라질의 리우환경회의 이후라고 할 수 있으며 많은 분야에서 새로운 패러다임으로 정착되었다. 2002년 남아공화국 요하네스버그에서 개최된 WSSD(지속가능발전세계정상회의)에서 ‘요하네스버그 선언’과 ‘이행계획’을 통해 리우회의 이후의 추진실적을 종합평가하고 2002년 이후 지속가능발전전략을 추진하고 있다. 자본의 관점에서 바라보는 지속가능성에 대한 상반된 입장에 따라 약한 지속가능성과 강한 지속가능성으로 구분되며 지속가능발전의 경로를 추정하기 위해서는 경제성장을 환경문제와 연결하여 논의할 필요가 있다. 경제가 성장함에 따라 환경오염은 계속 증가할 수밖에 없다고 보는 견해와 경제와 환경은 상호 보완적인 관계로 지속적인 경제성장이 환경문제의 개선에도 긍정적으로 작용한다는 견해가 상존하고 있다.

영문 초록

  Early 1970 the naissance of sustainable development concept hadappeared, but the full-out is after the Rio Conference on Environment and Development in Brazil 1992 which had been presented the new paradigm. At the UN Conference on Environment & Development in Rio de Janeiro Brazil 1992, formulated the systematic framework through out the "Rio Declaration" and "Agenda 21", and established the UN Commission on Sustainable Development (UNCSD). According to the conflicting point of sustainability capital view, it defines as the "Strong Sustainability and Weak Sustainability."To presumethe sustainable development path, it is necessary to interlock between the economic growth and environmental obstacle. Consider that the increase of environmental pollution follow by the increase of economic growth, there is the perception of co-accomplishment of economic growth and environmental preservation is the impossibility. In the other respect, there is the assertion of economy and environment has the complementary relationship, therefore the continuous economic growth positively activates to improve the environmental obstacle.
