국문 초록

  이 논문은 인터넷이 선거정치에 미치는 변화에 관한 세 가지 쟁점을 살펴보고 있다. 인터넷 선거정치에 대한 쟁점은 세 가지로 정리된다. 첫째, 온라인 선거운동의 확산이 정치참여의 증가를 가져을 것인가? 둘째, 인터넷 선거가 선거경쟁 구도의 변화를 가져 올것인가? 셋째, 온라인 선거운동이 선거 결과에 영향을 미칠 것인가?
  인터넷과 정치참여에 관한 쟁점에 있어서는 대체로 참여의 질을 향상시키는 선순환 효과만이 입증되고 있다. 한편 인터넷 사용과 투표율 상승과의 직접적 관계는 밝혀지지 않았으나 정치관심도에는 긍정적인 영향을 미치는 것으로 나타났다. 인터넷과 선거경쟁도에 있어서는 변화가설보다는 정상화가설이 힘을 얻고 있다. 인터넷의 확산과 함께 사이버 공간의 권력구조도 현실공간을 닮아 가고 있으며, 따라서 인터넷 매체의 활용만으로 경쟁구도의 변화를 기대하기는 어렵다. 인터넷이 선거결과에 미친 직접적 영향력 역시 여전히 밝혀지지 않고 있다. UCC의 경우 기존 인터넷 선거운동의 한계인 이미지 정치와 감성정 치를 악화시킬 우려도 있다. 이와 같은 인터넷 선거정치의 한계는 인터넷의 쌍방향성을 제대로 살리지 못하고 기존 매체와 같은 방식으로 활용하는데서 기인하다. 인터넷 선거정치의 순기능이 구현되기 위해서는 처방제시 혹은 정책지향적 연구가 활성화되어야 한다.

영문 초록

  This article reviews previous studies and arguments on internet elections. Major debates in the study of internet elections can be categorized into three issues. First, does online campaign increase the level of political participation? Second, does online campaign bring about some changes in the condition of electoral competition? Third, does online campaign have an real impact on the result of election?
  A virtuous circle of participation has only been proven in the issue of internet"s impact on political participation. This means that internet campaign has a certain effect in improving participation quality, not quantity though. On the issue of internet and electoral competition, normalization hypothesis has been more persuasive, rather than change hypothesis. Power structure of cyber space has been taking after that of real life with the proliferation of internet, so the composition in electoral competition cannot be expected to change only with the reason of internet usage, There have not been clear evidences about the internet impact on the result of election.
  The limitations of internet impact on the politics of election cannot be attributable to the characteristics of the internet technology. Rather the reason should be explained by inappropriate use of the internet in election politics. The internet has been used with the same way of traditional media, not fully applying its merit of interaction. Therefore more studies in internet politics need to be policy-oriented and prescriptive to develop the powers latent within the internet.
