국문 초록

  본 연구는 1990년 12월 말레이시아의 총리인 마하티르 모하메드가 제안한 동아시아경제협의체(EAEC: East Asian Economic Caucus)의 설립에 관해 일본의 반응이 어떻게 표출되었는가를 조사하는 것이다. 비록 EAEC의 구상은 동아시아 신지역주의 발전을 위한 역내의 규범적 정체성을 촉진시키는 것을 지향했지만, EAEC의 설립에 대한 일본의 정치적 입장은 소극적인 반응을 보였다. 왜냐하면, 일본의 정책-결정자들은 EAEC보다 미국의 동아시아 지역프로젝트인 아시아-태평양 경제협의체(APEC: Asia Pacific Economic Cooperation)에 더욱 관심을 보였다. 이것은 일본의 "어쩔 수 없는 현실주의"를 바탕으로 한 구조적 그리고 규범적 유산에서 기인한다. 이러한 견지에서 본 논문은 일본의 동아시아 정책에 대한 구조적 그리고 규범적 압력의 분석을 통해 EAEC 형성에서 중요한 장해 요인들의 설명에 초점을 맞추고 있다.

영문 초록

  This article is to investigate how Japan responded to the East Asian Economic Caucus (EAEC) project, which was suggested by Malaysian Prime Minister Mahathir Mohamad in December 1990, Although the EAEC initiative aimed to promote a normative consensus in the region for further East Asian neo-regionalism, the proposal did not receive a warm reception when it was first made public in the early 1990s. The EAEC project paid attention to promote regional integration through the dynamic combination of globalization and regionalization processes, at the time, however, Japanese policy-makers continued to support the US" regional project such as APEC. This was due to structural and normative legacies of Japan"s reluctant realism. Japan"s policy stance on the EAEC proposal can also be described as a "reactive state". In this respect, the discussion focuses on an account of major barriers to the formation of the EAEC originating from the structural and normative pressures on Japan"s East Asian policy.
