비정규직 여성 노동자의 실태와 사회정책적 시사점 - 충북 지역의 경우

국문 초록

  이 논문은 충북 지역에 거주하는 비정규직 여성 노동자의 실태를 조사하고 이것을 바탕으로 사회정책적 대안을 제시하려는 목적을 지닌다. 2004년 겨울과 2005년 여름을 이용한 설문지 조사 결과 조사 대상자의 60%가 기혼자였고 2/3가 고졸 이상의 학력을 가지고 있는 것으로 나타났다. 판매서비스 직종에 가장 많은 응답자가 종사하고 있었고 과거 직장 경력이 있는 응답자의 절반이 정규직 근무자였다. 이들 중 대다수는 정규직으로의 이동을 희망하였다. 가구 실태를 보면 응답자의 1/3을 차지하는 여성 가장가구와 일반 가구 사이에는 큰 격차가 있는 것으로 밝혀졌다. 전국 가구평균과 경제적으로 비슷한 상황에 놓여 있는 일반 가구와 달리 여성 가장 가구는 차상위계층 이하의 빈곤 상태에 놓여 있는 것으로 조사되었다. 이러한 연구 결과에 따라 특정 집단의 처지를 감안한 맞춤형 사회정책이 제안되었다.

영문 초록

  This study aims to investigate the living conditions of atypical workers residing in Chungbuk Province. Based on the research results, we also intend to make some policy suggestions for them. Specifically we focus on those female workers who economically head their households. We conducted a sample survey using questionnaire and collected a total of 433 samples. The survey results show that an average age of the respondents is 38 and they are relatively well educated. Their jobs range from manual workers at small factories to clerks, sales persons, and even temporary school teachers, thus covering almost all job categories in Korea. Most of respondents had been regular workers before they became  atypical workers, confirming the recent allegations by various women’s groups that female jobs have rapidly been degraded in terms of both quality and working conditions. We also examined their household situations. The data revealed that socioeconomic situations facing the atypical workers’ families are really grim. In particular, those who actually play the role of household providers are faced with the worst situations. Their households are at the bottom of the income brackets, but they receive little support(economic or social) from the government. Immediate measures need to be taken to ameliorate their hardship. But we suggest that policy measures for the atypical female workers be group-specific. In other words, diverse policy proposals should be made so that they may reflect the needs of various groups within the atypical female workers.
