국문 초록

  참여정부는 역대 어느 정부보다도 훨씬 더 강력한 지방분권 추진전략을 수립하였다. 지방분권특별법을 제정하였고, 분권로드맵을 작성하였으며, 제주특별자치도 도입, 행정중심복합도시 건설 등 다양하고도 과감한 분권정책을 추진하였다. 그럼에도 임기 말 참여정부의 분권성적표는 그리 좋아 보이지 않는다. 지방에서는 여전히 지방분권이 미흡하다고 비판하고 있고, 분권정책의 성과도 가시적으로 나타나지 않고 있다. 참여정부의 분권정책 실패의 원인은 무엇일까? 여러 가지를 들 수 있지만 중요한 이유는 지방분권의 의미와 작동원리에 대한 기본 이해의 부족에 있지 않았는가 하는 생각이 이 논문을 작성하게 된 계기중 하나이다. 지방분권은 매우 다의적이면서 복합적인 개념이다. 그것은 동시에 역동적이면서 상대적인 성격을 지닌다. 지방분권에 대한 이론적인 규명이 선행되어야 제도화(institutionalization)에 따른 시행착오를 줄일 수 있다. 본고에서는 지방분권의 여러 이론적 쟁점(theoretical issues)들에 대한 고찰을 선행한 후, 제도화 과정에서 직면하게 되는 몇 가지 실천적 과제(practical tasks)들을 살펴보고 있다.

영문 초록

  Historically Korea has been keeping an extremely centralized system of governance. Central government monopolized politico-administrative power and subordinated all local governments so that both diversity and autonomy of local communities have become weakened and the whole country uniformed literally. High degree of centralization in Korea’s governing system has been further strengthened during the rapid economic development period from the 1960s through the 1980s.
  Throughout the 1980s, however, Korean began to demand autonomy to the localities as a way of democratizing the country. What they wanted was to introduce a so-called ‘grass-roots democracy’ by reviving the system of local self-government which was ended abruptly by the military coup in 1961. After a long tug-of-war among political elites, the local council election was held again in 1991 and then the chief executives of local government began to be elected by the direct vote since 1995.
  The current government vowed to increase the level of decentralization when it stated at the end of 2002. Among other efforts to prove its commitment for full-fledged system of local autonomy, it enacted a special law to accelerate the decentralization. However, the results of decentralizing efforts have been disappointing. Why the decentralization strategy of Rho government has been failed?
  This paper is an effort to answer such question? It reviews both theoretical and practical issues of decentralization. In the former, it discusses such theoretical matters as conceptualization, measurement, and theory-building issues of decentralization. In the latter, two important institutionalization issues of decentralization including functional assignment and coordination mechanism were discussed.
