국제원자재 가격변동이 국내물가에 미치는 영향 분석 - 산업연관분석 모형 이용

국문 초록

  2003년 3월 발생한 이라크전쟁과 중국 등 개발도상국의 지속적인 높은 경제성장은 국제원유시장에서 공급차질과 수요증가를 가속화시켜 원유가격의 급등을 초래하였고 비철금속, 철강, 곡물 여타 원자재도 잇달아 높은 오름세를 보이면서 대부분 국제원자재의 가격이 2006년까지 고공비행을 계속하였다. 이 같은 국제원 자재가격의 급등은 국내물가에 적지 않은 상승압력으로 작용하였으며 이와는 대조적으로 같은 기간에 대미달러 원화환율이 달러약세를 바탕으로 강세(하락세)를 보이면서 국내물가에 안정요인으로 작용하는 상반된 경제현상이 일어났다. 따라서 본고는 부존자원의 부족으로 대외의존도가 높은 우리나라 경제에 대하여 산업연관분석모형을 통해 국제원자재가격 상승과 원화환율 하락이 국내물가에 미친 영향을 측정, 상호 비교해서 분석하였고 시차(교차)상관분석모형 및 VAR모형을 이용해서 국내물가에 미친 파급시차를 측정해보았다. 분석모형에 부분적인 한계점이 있기는 하나 소비자물가, 생산자물가 등 전체적인 국내물가에 대한 상승압력, 영향을 많이 받은 산업부문, 실제물가에 반영된 정도, 관련품목에 파급되는 시차월수 등을 계측해 봄으로써 물가정책에 유익한 기초자료를 제공함은 물론 일부 가능한 정책방향까지 살펴볼 수 있었다는 면에서 연구의 소박한 의미를 찾을 수 있었다.

영문 초록

  Recently, the prices of raw materials in international market soared up mainly due to expanding universal demand especially the demand of developing countries such as China and India, supply shortage and the weak American dollar. Korea has scarce raw materials in its territory and depends most of raw materials on foreign countries. So Korea paid much dollars for the imports of raw materials from abroad. And the price hike in the international raw materials market has given much effects on Korea"s economic growth, balance of payment, employment and domestic prices. But the exchange rate of Korean Won to US Dollar decreased during the same period and gave minus impact on domestic prices. This study focused on the impact of raw materials price increase (including the impact of strong Korean Won exchange rate) on domestic prices using an Input-Output analysis of price pass-through. The recent price increase of raw materials gave 1.3% increase pressure of producer prices and 0.8% increase pressure of consumer prices annually by this study. And the price increase of raw materials in international market passed through rapidly into domestic prices of related products within 3 months. Domestic prices, producer price index and consumer price index rose sharply by the price shock of raw materials in international market. This study has some limits in its model but gives various analytical data set of prices pressure and useful policy alternatives to the domestic price policy makers for the foreign price shocks. And Korea should do much efforts to lower its high dependency of raw materials on foreign countries.
