국문 초록

  본 연구의 목적은 러시아 지방 수준에서 환경NGO와 지방정부의 관계를 살펴봄으로써 러시아의 환경거버넌스 가능성을 가늠해보는데 있다. 즉 환경NGO와 지방정부가 상호작용을 통해 새로운 환경 관리 방식을 창출할 가능성을 가지는지 살펴보고자 함이다. 이를 위해 본 논문에서는 먼저 지방 수준에서 활동하는 환경NGO의 속성과 지방정부의 시민사회 요구에 대한 수용 정도를 결정하는 요인들을 살펴본 다음, 환경NGO와 지방정부의 관계를 갈등적, 협조적, 포섭적, 지배적 관계로 유형화하여 그 주요 특성과 사례를 살펴보았다. 본 연구는 러시아 국가 수준에서는 정부-NGO간 갈등적 관계나 지배적 관계가 주를 이루는 반면, 지방에서는 갈등적, 지배적 관계뿐 아니라 협조적, 포섭적 관계도 나타남을 보여준다. 환경거버넌스 형성이라는 측면에서 볼 때, 전자는 부정적 함의를 가지지만 후자는 긍정적 의미를 가진다. 따라서 현대 러시아에는 환경거버넌스 형성에 역행하는 흐름과 순행하는 흐름이 동시에 존재한다고 할 수 있다. 그러나 시간의 경과에 따라 협조적, 포섭적 관계의 사례들이 늘어날 것으로 예측되어 향후 지방 수준에서는 환경거버넌스가 형성되는 방향으로 발전할 가능성이 있다고 보인다.

영문 초록

  The purpose of this paper is to explore the possibility of whether an environmental governance can emerge in contemporary Russia. It is to assess whether there is any room to affect the way powers are exercised in the field of environmental policies by way of the interaction between the public sector and the private. Focusing on the local level rather than the national, this paper examines the types of interaction between local governments and environmental NGOs in Russia. First the variables determining the attitudes of local NGOs and local governments towards each other are analysed. Based on this, it identifies four types of local government-NGO relationships: conflictual, cooperative, incorporate, and government-dominant relationships.
  This paper has shown that, although the conflictual or government-dominant types are the norm at the national level, all of the four types mentioned above exist at the local level. This implies that there are trends for and against the emergence of environmental governance at the local level. However, as many local environmental NGOs are continuously searching for effective ways to work together with local governments, it is likely that cases of cooperative or incorporate relationships will become more prevalent in the future. This means that there is no need to completely rule out the possibility of environmental governance in Russia.
