국문 초록
본 연구는 초등학교에서의 구체적이고 실질적인 시민교육의 사례로 평가받는, 프랑스 셀레스땡 프레네(C？lestin Freinet: 1896-1966)의 시민교육론을 살피고, 그것이 우리의 시민교육에 주는 시사점이 무엇인지를 밝히는 것에 목적을 두었다.
프레네는 시민적 덕목들은 순종과 수동성에 의해 조금도 도야되지 않고, 그것은 행위에 의해 도야된다고 주장하였다. 그는 미래의 시민은 첫째, 아이들이 자기 책임을 지도록 하는 생동감 있는 학교 협동체의 조직과 기능에 의해, 둘째 학교신문을 출판하는 것에 의해, 셋째 아이들의 지평을 넓히고 그들이 연대성과 형제애가 필요하다는 것을 이해하도록 만드는 국내외적으로 이루어지는 학교간 교류에 의해, 넷째 읍면(面)단위, 도(道)단위, 국가단위나 국제단위 차원에서, 아이들의 집회(集會)를 조직하는 것에 의해, 다섯째, 학교 협동체의 일반 집회들과 대자보의 실천에 의해, 여섯째, 자기 자신에 적합한 교양(敎養)을 위해 고안된 자기 책임을 지도록 하는 일 계획, 스스로 점검할 수 있는 학습카드나 책자들, 그리고 자유연구발표에 의해 길러질 수 있다고 본 것이다. 프레네 시민교육론의 공동체와 협력을 통한 자유의 강조는 시민성의 발달과 민주주의의 혁신에 의미 있는 기여를 한다는 근본적인 통찰을 보여준다.

영문 초록
The purpose of this study is to gain some suggestions for the theory of civic education in Korea through the analysis on C？lestin Freinet"s philosophy and practice of civic education.
Freinet suggested that all virtues of civic education are not cultivated by obedience and the passivity, but by the action. The future citizens are cultivated by the organization and the operation of the school co-operative, by the edition of a school newspaper which initiates the children with the processes of edition of the newspapers, by the national and international inter-school exchanges which widen the horizon of the children and make them understand what are solidarity and fraternity. And they are cultivated by the general assemblies of the school co-operative and the practice of the mural newspaper, by the plans of work, the self-correcting files and the conferences which involve them to take their responsibilities for their own culture. There are no better preparation with the role of citizen that this effective practice of freedom, co-operation and democracy. This emphasis on freedom through community and co-operation is the fundamental insight that enables the Freinet"s civic education to lay serious claim to making a significant contribution to cultivating citizens.
