영문 초록

  A certificate of one’s seal impression, originating in Japan in early the 20th century, is a system to identify a seal with the person concerned. Previously, certificates were issued when an imprint of the seal was found to be identified to the seal held by the certifying office. However, the burden of this matching procedure was considered too onerous for the responsible official and has been replaced by a system where certificates are issued indirectly. This thesis suggests that the system of issuing there certificates has lost its point, in order to be more convenient for the relevant official, and suggests that the system be abolished and alternatives system be introduced, such as Public Certification, Electronic Certification, and Electronic Public Certification etc.
