국문 초록

  미국은 국가역할의 제한성, 시장역할 강화, 가족을 사적으로 분리, 방치하는 특성을 갖는 자유주의레짐의 특성을 그대로 나타내고 있으며, 따라서 정부는 재생산의 문제에 시간과 비용의 분담노력을 거의 하지 않는다.
  이러한 배경에서 미국은 높은 여성취업율에도 불구하고 여성들의 노동지원을 위한 보육정책은 매우 미흡한 수준이다. 미국의 경우 철저히 개인책임을 강조하는 기반 위에서 보육은 시장의존성이 강하며, 공보육은 취약계층 아동을 대상으로 보상교육의 성격으로 제한적인 수준으로 제공되며, 최근 증가하고 있는 공보육의 성격은 빈민여성의 근로를 유도하기 위한 “노동교환 조건”의 성격이 강하다.
  미국의 보육정책은 시장화전략과 빈곤가족을 대상으로 한 제한적인 공보육의 제공, 이원구조로 제공되고 있으며, 전반적인 보육제공의 수준은 보육욕구에 비해 매우 미흡한 편이다. 또한 개별가족의 경제적 지위, 보육서비스에 대한 구매력에 따라 보육서비스의 접근성, 이용가능성, 보육의 질 등이 결정되기 때문에 사회적, 계층적 문제를 재생산하게 되는 문제를 근본적으로 안고 있다.
  이상에서 살펴본 미국의 보육정책은 보육논의가 활성화되고 있는 우리의 현실에서 시사하는 바가 크다. 보육의 보편적 권리, 공공성 강화를 주장하는 논의와 보육서비스의 질적 향상을 위한 보육료 자율화, 영리법인화 등의 시장화전략의 논의가 대척점에 있는 현실에서 보육정책의 방향성을 명확히 설정해야 할 어려운 고민이 남아있다.

영문 초록

  Limitation of the state’s role, emphasizing the market sector and leaving out the family as a private and isolated area of the public policy, is an attribute of the United States. As such, it has been rare for the government to share the time and costs of social reproduction.
  In this backdrop, the childcare policy to support women’s labor market participation in the U.S. is at a very low level in spite of the high rate of women’s employment. The childcare services of the U.S. are provided with limited coverage mainly as compensatory education for disadvantaged children. Moreover, the latent intent of the recent growth of public childcare can be regarded as a kind of trade-off with poor women’s labor.
  Market-based solution and residual childcare services are attributes of the U.S. childcare policy, and under this structure the services are provided in dual systems. The overall level of the provision of childcare in the U.S. is quite insufficient with respect to the childcare demand. In this system, there are basic problems such as accessibility, affordability, and the quality of the service due to the purchase power of the individual family or its economic conditions.
  From the case study of the U.S., one can also draw important implications of Korea’s childcare policy. We are confronted with two different discourses - on the one side, there are contentions with universal childcare provision and the public rights of childcare, and on the other, there are also contentions with the market-oriented solution to improve service quality. The time has come to deliberate on which way to move forward.
