경계복원측량의 모형에 관한 연구

국문 초록

  본 연구는 경계복원측량에 대하여 지적의 제도적 환경과 경계복원에 대한 사회적 요구를 충분히 감안한 모형을 제시하고자 하였다. 본 연구에서 제시하는 경계복원측량의 방향은 경계복원측량에 대한 기본이론을 토대로 하고 복원할 경계에 대한 등록자료와 현장의 여건들을 체계적이고 합리적인 방법으로 조사·분석하는 것이다.
  경계복원측량의 표준화를 기본적인 원칙은 원래 위치 복원의 일반적 논리를 지향하여야 할 것, 지적법령 규정을 적극 반영하여야 할 것, 지적공부이외의 관련자료를 이용할 것, 자료분석의 전문성을 강조할 것 등이다. 이 원칙을 바탕으로 측판측량방법에 의한 등록경계의 각종오차를 검토하고, 등록측량에서 작성된 성과도를 분석하여야 하며, 지적도의 축척에 따른 정밀도 차이를 감안하여야 한다. 또한 기준점 및 기지점의 부합여부에 대한 검토와 함께 선정의 최적화가 되어야 할 것이며, 등록당시의 경계를 뒷받침하는 증거확보가 필요하다. 본 연구결과에서 제시된 표준화의 모형에서는 자료조사단계와 현지 측량단계, 그리고 성과결정단계에서 각각 수행하여야 할 사항을 다루었다. 첫째 자료조사단계와 관련해서는 필지의 특성연혁, 도면의 재작성 연혁, 사용기준점 및 상대적 위치, 기지점 확인여건, 위치결정 방법, 분석 자료의 활용 순위 결정 등에 관한사항을 다루었다. 둘째, 현지측량단계와 관련해서는 축척사용 및 측량방법의 원칙, 기준점의 사용 및 사핵범위의 기준, 기지점의 이용 및 경계점의 위치 확인방법 등의 시행을 다루었다. 셋째, 성과결정단계에 관련해서는 실존 잔여흔적의 원위치 추적, 증언의 채택, 각종 오차의 검토, 오차의 허용범위 등에 대한 기준을 제시하였다.

영문 초록

  This study aims to propose a model which admit systemic environment of cadastre and social needs for boundary restoration surveying. The basic direction of boundary restoration surveying proposed in this study is to adapt the fundamental principle of boundary restoration surveying as basis on boundary restoration surveying, and to examine and analyze systematically and rationally the registration data and the field situation of boundary to restore.
  Basic principle of boundary restoration surveying is to orient original position restoration, to reflect regulations of cadastral law, to utilize related data other than cadastral registration records, to give emphasis on speciality of data analysis, etc.
  Based on these principle, consideration to every kinds of errors of registered boundary by plane surveying method, and analysis on the final field map which are made during registration surveying, consideration to precision differences due to map scale are required. Addition to this, examination into the coincidence of control points and known points, selection of best probable points, and corroborative evidence which assure registration boundary are necessary. The proposed model in this study deals facts to perform in related data collection step, field surveying step, boundary determination step. First concerning data collection step, the history off parcel characteristics, the history of map reproduction, control point and relative position, condition to identify known points, point determination method, priority to use analyzed data are handled. Second concerning field surveying step, map scale and surveying method, use of control point and rule of determination range, verification method of known points and boundary points are handled. Third concerning boundary determination step, tracing of residence evidence of original boundary, adaption of testimony, examination of various kinds of error, standard for allowance range of error are proposed.
