지적측량 검사의 실효성 향상을 위한 검사제도 개선 연구

국문 초록

  현행 지적측량 검사제도는 법률, 제도 운영 면에서 여러 문제점의 발생으로 실질적인 현지검사가 되지 못하고 있어 국가 공신력 약화와 많은 민원이 우려되고 있다. 즉, 지적측량성과 검사를 실지검사 위주가 아닌 도상검사 위주로 하고 있고, 1년에 한 번씩 발췌검사를 하는 정도라서 측량의 오류에 대한 정확한 발견 및 정정에는 무리가 있어 불부합지 양산의 원인과 경계분쟁의 실마리를 제공하고 있다.
  본 연구에서는 현행 수행되는 지적측량에 대해 실제적이고 효율적으로 검사할 수 있도록 장·단기적인 검사제도의 개선방안을 제시하고자 하였다. 이를 위해 현행 지적측량 검사제도의 문제점 해결을 위해 도입 가능한 검사제도 대안들을 탐색하였고, 새로운 제도 도입을 위한 도입의 기본방향, 운영방법, 장·단점을 분석하였으며, 검사제도 개선에 대한 지적실무자를 대상으로 설문조사 분석을 통하여 제안되는 검사제도에 대하여 안정성과 타당성을 확보하고자 하였다.

영문 초록

  The current cadastral surveying inspection system has been occurred many problems in law and operation from the substantial inspection does not become in the field and with public trust weakening the many civil appeal is worried. The cadastral surveying inspection result carried out currently with way on the maps and the actual field inspection does 2∼3 sampling to discover and error correction are difficult. So it provides the clue of cause of many cadastral non correspondence and disputes of land boundaries.
  In this study, the existent cadastral surveying which is accomplished actual and it will be able to inspect efficiently, It presented the improvement program of short and long-term period. For the solutions of hazard are searched in current cadastral surveying inspection system, the new alternative systems are introduced and also it analyzed the general directions and operation method of the introduction for a new system improvement. Finally I tried to examine the stability and propriety of the proposed system against the cadastral surveying experts by the questionnaire.
