국문 초록

이 논문의 목적은 소프트파워외교의 의미를 명확히 하는 것에 있으며 일본을 포함한 주요 국가들의 외교정책의 주요한 부분을 주도할 것이라는 것을 설명하는 데에 있다. 모든 국가는 국가이익에 맞추어 행동하나, 어떠한 파워를 행사하며 얼마나 행사할 것인가는 그 국가의 외교에 달려있다. 전통적으로 현실주의자들은 대국이 외교의 마지막 수단으로서 군사력을 행사한다고 보았다. 중급국가들은 비군사적인 분야에서 독립적인 외교를 행사하였다. 이론적으로, 냉전기간에는 모든 국가(소국과 중립국을 제외한)들이 군사력의 행사를 외교정책의 일환으로 생각하였으며 군비경쟁을 하였다. 그러나 냉전 후인 21세기에 들어와서는 국제안보환경이 변화하여 미국이 유일한 초강대국의 지위를 갖게 되었다. 그러한 결과, 강대국사이의 안보관계는 정체적 균형을 초래하였으며 군사관계의 유동적인 균형은 저하되었다. 그 반면에 비군사적, 비정치적인 분야 즉 문화적이고 경제적인 분야와 같은 이른바 제3의 영역에서의 중급국가들의 외교가 눈에 띄게 되었으며 이러한 것을 소프트파워로 정의할 수 있다. 비록 평화헌법과 일미안보조약이 패전의 산물로서 일본에게 강요되어진 것이나, 일본은 그러한 평화헌법의 정신을 지키는 것으로 세계에서 가장 먼저 소프트파워외교의 자산을 갖게 되었다고 할 수 있다. 일본은 이러한 정책을 통하여 민주주의와 경제적 파워를 갖게 되었다. 일본의 케이스는 장래의 외교정책에 있어서 소프트파워의 가치를 더욱더 진전시키는 좋은 본보기가 될 것이다.

영문 초록

The main purpose of this paper is to clarify the meaning of Soft Power diplomacy and to state that it will domain the main part of the foreign policy of major countries, including Japan. Every nation acts on behalf of its national interest but to what extent it will use its power and what kind of power it is depends on its diplomacy. Traditionally, realists viewed great-power nations to rely on its military power as the last remaining means of diplomacy. For middle-power nations, they pursued their independence through the realms of non-military areas. In theory, until the end of cold war almost every nation(excluding small-power nations and neutral states) considered the use of military power as a possibility in their foreign policies and enthusiastically engaged in arms race. But in the 21st century, international security environment has changed, especially by the situation that U.S. had confirmed its status as the only super-power. With this result the relationship among great-powers was thus secured in a stagnant-order and the dynamics of their military relations depleted. On the other hand, the areas of non-military, less-political, and more of culture and economy, so-called the 3rd areas became the dynamic field of diplomacy for middle powers, which can be conceptualized as ″soft power″. Although peace constitution and U.S.-Japan Security Treaty was forced upon Japan with the defeat of World War Ⅱ, Japan became the first nation in the world to possess an asset of ″soft-power diplomacy″ by embracing the spirit of the peace constitution. Japan has truly pursued this policy and came out to the world as one of the most abundant economic power and democracy. The case of Japan will enhance the value of soft power in foreign policies for the years to come.
