유엔 평화강제활동 실패 원인과 실패의 유산

국문 초록

  이 글은 유엔의 평화강제활동 실패의 원인과 실패의 유산이 무엇인가를 찾아보는데 그 목적이 있다. 오늘날 유엔의 평화활동은 1990년대 중반에 시행되었던 유엔 평화강제활동 실패의 유산 속에서 이루어지고 있다고 해도 과언이 아니다. 부트로스 갈리 유엔 사무총장은 그의 “평화를 위한 의제”를 발표하면서 유엔이 직접 군사력을 사용하여 평화를 강제하겠다고 제안했다. 그의 제안은 소말리아와 보스니아에서 실험되었다. 그러나 군사력을 사용하여 평화를 획득하겠다는 그의 이상은 구조적으로나 운용상으로 많은 문제점을 드러내어 결국 실패하고 말았다. 유엔의 평화강제 실패는 많은 유산을 남겼다. 크게 4가지로 요약하면 다음과 같다.   첫째, 평화강제의 실패로 유엔의 위상은 실추되었고 회원국들은 유엔의 활동에 협조하기를 꺼려하는 피로 현상이 발생했다. 이에 따라 유엔의 평화유지활동은 임무와 규모면에서 축소되었다. 둘째, 두 사례를 통해 유엔이 평화강제를 하기에는 능력이 부족하다는 점이 입증되었다. 따라서 지역기구나 특정국가가 다국적군을 구성하여 평화강제를 하게 되었다. 셋째, 기존의 예방외교, 평화조성, 평화유지, 평화재건에 더하여 평화강제를 아우를 수 있는 용어가 새롭게 탄생했다. 넷째, 미국이 소말리아 평화강제의 실패를 교훈으로 PDD-25호를 제정함으로써 미국의 평화유지활동 참여를 엄격하게 제한하고 있다.   무정부적 국제정치 속에서 국가들의 연합인 유엔은 결국 회원국들의 지지여부에 따라 중요한 역할을 할 수도 있고 그렇지 못할 수도 있다. 회원국들, 특히 강대국들이 유엔을 배제하거나 우회하면 유엔은 허수아비가 될 수밖에 없다. 평화강제가 지역기구나 개별국가로 위임된 이후, 이들이 그 관성을 이용하여 유엔을 우회하는 일이 발생하는 것(NATO의 코소보 공격, 미국의 아프가니스탄 및 이라크 공격)도 유엔의 미래를 어둡게 하지만, 개별국가의 참여 부족으로 수단의 다푸르 지역이 수 년 동안 버림받았던 일도 유엔의 미래를 어둡게 만든다.

영문 초록

  The Purpose of this article is to find the causes and legacy on the failure of the UN peace enforcement. It is no exaggeration to say that the UN Peace Operations in these days are executing by the legacy on the failure of the UN peace enforcement conducted in the mid of 1990s. Secretary General of the UN, Boutros Boutros-Ghali proposed that the United Nations should enforce peace by using armed forces when he suggested his "An Agenda for Peace". He tested his proposal in Somalia and Bosnia. His idea, getting peace by using forces, however, eventually failed due to both structural and operational problems. The failure of the UN peace enforcement left great amount of legacy for us to learn. It is summarized as follows.   First, the prestige of the UN suffered a severe downgrading by the failure of the peace enforcement, and member states of the UN hesitated to cooperate to the UN operations as well. In accordance with the failure, the UN PKO was reduced both in mandates and size. Second, two cases verified that the UN has no capability or ability to execute peace enforcement, and therefore regional organizations and member states burdened peace enforcement by consisting of multinational forces. Third, new terminology, peace operation, newly appeared to cover the concept of peace enforcement with a preventive diplomacy, peace making, peace keeping, and a peace building which was already existed. Forth, The United States of America severely restricted participating the UN PKO by enacting PDD-25 through the lessons learned from the failure of Somalia.   The UN could be able or not be able to carry out its important mission as to whether member states support the UN or not in anarchical international politics. If member states, especially the great powers decided to neglect or detour the UN, it is inevitable that UN to become a dummy without its intentions. After the power of UN peace enforcement has been transferred to a regional or a particular nation, the fact that the regional organizations and member states detour the UN after getting inertia of its conducting peace enforcement(Kosovo by the NATO invasion, Afghanistan and Iraq by the US invasion) would place the future of UN in the dark side and the incident at Dafur in Sudan, that the entire area was abandoned due to the lack of participation of the member states would place the future of the UN in the dark side as well.
