국문 초록

글로벌충격이 발생할 때 국제간 정책협력이 당사국들의 손실을 감소시키는 이유는 정책의 외부효과를 내생화하는데 있다. 그러나 국제간 정책협조에는 자국의 통화정책 자율성의 훼손이라는 대가가 뒤따른다. 국제간 정책협조에 참여하는 국가는 명시적, 묵시적으로 합의된 정책공식(policy rule)에 따라야 하므로 국내적 경제충격이 발생하면 거기에 제대로 대응할 수 없게 된다. 이러한 직관에 근거해 본 연구는 국내 경제충격 발생의 불확실성을 정책협조의 비용으로 모형화 했다. 본 연구의 모형은 다른 조건이 일정할 때 국내경제충격의 분산이 클수록 국제간 정책협력의 인센티브가 약해진다는 것을 확인시켜주고 있다. 이 논문은 글로벌충격이 발생할 때 왜 어떤 나라는 국제적 정책협력에 적극적인 반면 다른 나라는 그렇지 않는가를 설명한다.

영문 초록

This paper explains why some countries are less (or more) willing to coordinate than others in the presence of the same global shock. This paper extends the Lewis(1989) in a way that the costs of the policy coordination are not constant, but are determined by the variance of domestic shocks (or the degree of uncertainty of the future domestic shocks). The idea is following: When a country agrees to coordinate its policy with another country to cope with a global shock, it has to give up its sovereignty of policy. Thus, the international policy coordination aiming at the global shock is costly and the cost increases as the uncertainty with respect to the future domestic shock increases. We show that coordinations costs felts by different countries and their incentives to coordinate depend on the stability of the domestic economies of each country. It is shown that a larger global shock increases the incentive to coordinate. However, if there is sufficient uncertainty about future domestic shocks, a country will forgo the benefits from coordination. Our result explains why international policy coordination takes place occasionally although traditional literature argues that there exist potential gains from the international policycoordination.
