평생교육 윤리 강령 제정을 위한 예비적 고찰

국문 초록

이 논문에서는 평생교육 분야에서 윤리적인 측변의 고려가 부족했다는 점을 지적하면서 실천 현장에서 발생되는 윤리 문제에 대한 인식의 필요성을 제기한다. 또한 윤리 강령의 의미, 강령 제정에 대한 찬반 논쟁, 강령의 원리와 내용을 검토하고 재정 방향에 대하여 이론적인 논의를 제 공한다. 먼저 윤리 강령 제정에 대한 찬란 논쟁을 살펴보면, 찬성측에서는 평생교육 분야의 통합과 전 문성을 높여 주고, 실무 활동에서 직면하는 윤리 문제에 대하여 판단 기준을 제공한다는 점에서 윤리 강령이 필요하다고 주장한다. 반면에 반대측에서는 상황적인 측면을 간과하고 일부 엘리트 집단에 의한 권력 독점 등 부정적 측면이 발생할 소지가 있다고 반박한다. 몇 몇 경험적 조사 결과에서는 윤리 강령 제정에 찬성하는 의견이 우세한 것으로 나타났다. 향후 우리나라에서 평생교육 윤리 강령을 제정하게 된다면 그에 따른 부정적 측면을 최소화하려는 노력이 필요하다. 이에 몇 몇 협회나 지역 단위 학회 개인 연구자 차원에서 제정한 윤리 강령을 분석해 봄으로써 핵심적인 윤리 강령의 원려와 내용을 추출해 보았다. 끝으로 이러한 외국의 윤리 강령 사례가 향후 우리나라 평생교육 윤리 강령 제정에 주는 시사점을 살펴보고 제언을 하였다.

영문 초록

There is little concerned about the issues of ethics at the field of lifelong education in Korea. But since recently 20 years, there are many studies about the issues of ethics in foreign countries. The reason is below. The first, the practitioners of lifelong education encountered the situation that makes a decision aoout issues of ethics. The second, as rapidly stressing on necessity of lifelong education, society calls for practitioners' profession and ethics. The third, as the number of institutes of lifelong education increase, the competition among them grows up to hold learners. Therefore practitioners of lifelong education need to perceive importance of ethical perspectives. The purpose of this study is to raise awareness of the issues of ethics and to examine about code of ethics in the field of lifelong education. Specifically this study examines arguments supporting and opposing the need for developing the codes of ethics. The result appears that supporting view is more than opposing view. While these debates have continue, several groups for example, ACHE(1998), PAACE(2000), AHRD(1999), MAACE(1994), CAEO(1991) et al. have developed the codes of ethics. The principles and contents of theirs summary as 9 principles and 14 contents. Finally on the ground of document review this study suggests the directions of establishing the code of ethics and recommend for further studies.
