신전통주의 계획이론에 의한 주택단지 조성 방안 연구

국문 초록

우리의 주거지역이 수준이하의 거주성을 제공하고 중소도시의 주거지역은 더욱 열악한 수준으로 유지되고 있다. 그 이유는 주거단지 개발의 관련제도가 틀만 존재하지 운영에 필요한 제도는 전무한데 있다고 판단된다. 그로 인해 교외지역에서 단독주택 및 저층 저밀의 공동주택단지가 자족성과 거주민 위주의 주택단지로 조성되지 못하고 있다. 이를 개선하기 위해 본 연구는 뉴어버니즘에 입각한 신전통주의 근린주구개발이 기존의 주거단지 개발형태와 어떻게 다르게 조성되고 있는지를 살펴보았다. 신전통주의 계획이론의 동향과 특성 분석은 토지이용분리 및 자동차 이용 중심의 설계로 일관된 주거단지개발 수법을 수정할 필요가 있다는 것을 보여주었다. 그리고 이러한 커뮤니티를 디자인하기 위해서는 도시코드와 건축코드, 그리고 가이드라인이 있어야 거주민이 요구 하는 거주성을 확보할 수 있다는 것을 발견할 수 있었다. 이러한 연구결과는 뉴어바니즘에 기초를 둔 외국의 주거단지 개발수법을 분석한 것 이다. 그러나 주택 및 주거단지 형성을 지원하는 해당사회의 사회경제적 배경 및 문화적 특성과 지역성을 차지하더라도 난개발을 방지하는 주거단지개발을 위해서는 현행 주거단지개발 관련 법제가 너무나도 미비하다. 공간조성에 필요한 도시코드, 건축코드, 계획 및 설계지침에 대한 제도적 접근이 필요하다.

영문 초록

The residential areas of ours provide below-level of living conditions and those of middle-size cities contain much lower level of living quality. The reason comes from that there exist no practical guidances of planning and design, but only framework of residential development such as institutional laws and acts. Because of that, it was impossible to provide single-family and low-rise multi family houses of amiable environment in low-density suburban residential development. This research attempts to verify how the traditional neighborhood development based on the new urbanism differs from the conventional suburban residential development. Investigation of current trends and characteristics of the traditional planning theory comes to the conclusion that it is necessary to rectify the development technique concentrating on land use separation and car-oriented urban design. In order to make the community design possible, there should be implemented urban and architectural codes, and design guidelines. This conclusion is derived from the investigation of foreign residential development techniques based on the new urbanism. Regardless of socio-economic and cultural characteristics of the society, there is much to be desired for current legislations for the prevention of residential sprawl. There is no doubt that it is urgent to provide institutional approaches to the urban and architectural codes for the. creation of amiable residential environment.
