영문 초록

Electronic transactions relates to the difficulties in finding the trueness of identities and the ensuring the clearness of contents, due to the transaction made without the personal contact. There are so many problems to be solved relating to the laws and the polices of electronic signatures. It leads us to review the laws and the policies of electronic signature of the European Union, United Kingdom. This study reviews and analyzes the electronic signature laws, policies and current situations on the CAs of these countries for a consultation to make Korea electronic signatures policies and laws. This study suggests the further direction of the cooperation system of the interoperability of certificates and the market facilitation strategy of electronic signature. This study reviews the current situations of electronic signature and electronic authentication of the EU directive. It also reviews the laws and policies of EU countries in several respects on e-signature, per example, the concept and definition of e-signature, verifications of registrants by RA, liability of CA, voluntary accreditation systems of CA, mutual recognation of qualified signatures etc. This study suggests the basic directions to develop the Korean electronic authentication in terms of its system, the policy, and laws, reviewing the related materials. It can be used to decide the ideal direction and selection of Korean electronic authentication system. This comparative research to the electronic signatures laws and policies, and situations of CA in EU countries will give some insights and understanding on the electronic signature system in Korea with this study.
