영문 초록

Recently Korea has opened to foreign intercourse with increasing speed be-cause of two major external factors; joining the OECD and the departure of WTO system. The whole Korean economic system, especially the financial business and the construction industry is an important turning point. A new opening paradigm crossing borders is built up in the international money market. It brought the lower Korean economic growth rate and the transition of labor-intensive industries to technology-intensive industries. The problem is that we don't have core technology to support the change. In this situation, a large scale project business between private sector and public sector is more efficient than before as it gives both public interests and proceeds. It is a strategic cooperation structure to streamline the administration through project business between private enterprises and the government transplanting private management skills into the public service. However, most of private investment businesses take more than 100m000,000,000 won and the early invested fund is usually too much to maintain the financial resources. After the IMF relief funds was offered, the interest rate has gone up and it makes project businesses difficult to give positive investments. Therefore, large scale project businesses between private sector and public sector are sometimes discontinued or get delayed due to the change of circumstances. That is because the propriety of the business wasn't examined carefully at the beginning. Private investment businesses usually take a long time so that the early revulsion of invested capital is difficult. Besides, if the investment fails, the enterprises and financial agencies will face a serious risk as the amount of invested capital is big. Supports and security from the government exist in cases of private investment business but as enterprises pursue short term profit, it is hard for them to make an active investment. Therefore, this research work will show the formation of the structure that needs the speciality of the project and that will conduct the business. It will also present the necessity of project financing and how to manage the risks which can be appeared in the process of the formation. The aim of this study is analyzing the efficient formation of structure through strategic cooperation or outsourcing in a large scale project business between private sector and public sector and the project financing that corresponds to the project. In the base on the analysis of existing cases and the financing methods, this study shows the outline that suggests how to minimize the risk factors and it is done by referring records.
