The present study aims to improve the general English program at a Korean national university of education which seems to fail to create a learner-centered classroom and arouse learners' interest. To achieve this purpose the study devised a learner-empowering model allowing students to participate in planning. management and evaluation, and applied it to a freshman class for one semester in the 2004 academic year. It also investigated the effects with a questionnaire survey. The survey was conducted with an experimental and a control group, which major in music education and English education respectively. The survey results indicate the learner-empowering model was successful in making the classroom a learner-centered locus and stimulating learners' interest, although it revealed several problems concerned with evaluation and reviewing after class. From the results the study cautiously draws a conclusion that the idea of learner-empowerment, by and large, could work positively in general English classes at the university providing a momentum for turning them to more interesting. learner-centered and autonomy-oriented classes, but learner-empowerment in evaluation should be carefully examined. It also suggests that individual instructors decide carefully how to empower students and how much power to grant students according to the given situation.
