학생 배경에 따른 방과후학교 참여 가능성 차이 분석 및 시사점

국문 초록

이 연구는 학생들의 배경에 따른 방과후학교 참여 경향의 차이가 최근 어떻게 변화하고 있는가를 분석하고자 하였다. 이를 위해서 통계청이 수집한 초·중·고 사교육비 조사 데이터를 사용하여 2019년부터 2022년 동안의 방과후학교 참여 경향을 비교하였다. 분석 결과, 방과후학교 참여 비율은 코로나19 확산으로 감소하였던 방과후학교 참여가 소폭 회복한 것으로 나타났다. 반면 사교육 참여 비율은 높게 나타나고 계속 증가하는 추이를 보이는 것으로 나타났다. 학생 배경에 따른 분석 결과는 읍면지역, 저소득 계층등 교육소외 집단에서 방과후학교 참여가 좀 더 활발하게 이루어졌으며, 고소득 계층에서의 방과후학교 참여 가능성은 계속 낮아지고 있다는 점을 보여주었다. 또한 출생순서, 맞벌이 여부, 사교육 참여 등에 따라 방과후학교 참여에 차이가 나타났는데 학교급에 따라서 그 경향이 다르게 나타났다. 출생순서에 따라서는 초등학교 경우 둘째, 또는 셋째 이상인 경우 참여 가능성이 낮아지는 것으로 나타났다. 맞벌이 가정인 경우 방과후학교 참여 가능성이 높았고 그러한 경항은 특히 중학교 이상에서 뚜렷하게 나타났다. 사교육 참여 여부에 따라서는 중학교와 특성화고등학교에서 유의한 차이가 있으며 최근으로 올수록 뚜렷해지는 것으로 나타났다. 이와 같은 분석 결과를 토대로 방과후학교 참여 제고에 대한 정책적 시사점을 논의하고 제시하였다.

영문 초록

This study tried to analyze how the difference in after-school participation according to student backgrounds have recently changed. For this purpose, this study compared the probability of after-school programs participation from 2019 to 2022 using survey data on private education expenses for elementary, middle, and high schools collected by Statistics Korea. The rate of participation in after-school programs showed a slight recovery after the end of COVID-19 pandemic. On the other hand, the participation rate in private education appears to be high and continues to increase. The participation in after-school programs was more active in educationally underprivileged groups, such as rural region and low-income groups, while the probability of participation of high-income groups continued to decrease. In addition, the probability of after-school program participation appeared to be different by birth order, employment of all parents, private education participation, etc., and such results appeared to differ depending on the school level. The probability of participation of the second above children was found to be lower in elementary school. And the probability of after-school participation was higher in the employment of both parents, such a trend was clearly evident in secondary school. There is a significant difference by private education participation in the middle school and the specialized high school, and it becomes more evident recently. Based on the results of this analysis, policy implications for increasing participation in after-school programs were discussed and presented.
