청소년 참정권 확대에 관한 연구

국문 초록

이 연구는 저출산과 고령화가 진행되는 현대 사회에 미래 세대의 권익을 보호하고 민주주의 정치 실현을 위한 방안으로 청소년 선거 참여 연령의 하향을 제시한다. 2019년 공직선거법의 개정으로 인하여 한차례 18세로 선거 연령이 하향 조정되었으나 젊은 세대들의 선거 참여율은 낮은 것이 현실이며 이로 인해 젊은 세대의 목소리가 정치 결정에 충분히 반영되지 못할 우려가 제기되기도 한다. 민주주의 정치의 실현과 젊은 세대들의 정치 참여 확대를 위해서 청소년 선거 참여 연령 하향은 꼭 필요하다. 18세로 선거 연령이 하향될 때에도 반발 의견은 있었으나 청소년의 정치 참여가 민주주의의 발전과 시민참여의 확대 등을 꼭 이뤄져야 할 과제이다. 이 논문은 저출산과 고령화로 인한 사회 변화, 젊은 세대의 낮은 선거 참여 실태, 그리고 선거 연령 하향에 대한 필요성과 예상되는 문제점, 그리고 해결방안에 대해 연구하며, 16세로서의 청소년 참정권의 확대를 제안한다.

영문 초록

This paper proposes a lowering of the age of youth participation in elections as a way to protect the rights and interests of future generations and realize democratic politics in a modern society with a low birth rate and aging population. The election age was lowered to 18 once due to the revision of the Public Official Election Act in 2019, but the election participation rate of the younger generation is low, raising concerns that the voices of the younger generation may not be sufficiently reflected in political decisions. In order to realize democratic politics and expand political participation of the younger generation, it is essential to lower the age of youth participation in elections. Even when the election age was lowered to 18, there were opposition opinions, but youth participation in politics is a task that must be carried out for the development of democracy and expansion of civic participation. This paper studies the social changes caused by low birth rate and aging, the status of young generations participation in elections, the necessity and expected problems of lowering the election age, and solutions, and proposes the expansion of youth suffrage as a 16-year-old.
