국민연금제도 내 청년의 기여공백 위험과 대응전략 검토

국문 초록

본 연구는 열악한 노동시장 지위로 인해 국민연금에서 배제될 위험이 높은 청년층을 제도 내로 포섭하기 위한 정책 지원방안을 마련하는 데 목적을 두었다. 연구 결과에 따르면, 청년은 비청년에 비해 노동시장 불안정성 수준이 높았고, 이와 연동되어 작동하는 국민연금에서도 적용제외ㆍ납부예외ㆍ장기체납 등의 사각지대 문제가 심각한 것으로 나타났다. 이로 인해 발생하는 청년기 기여공백 문제를 최소화하기 위해서는 기존의 보험료 지원제도(두루누리ㆍ실업크레딧ㆍ지역가입자)나 크레딧 제도(출산ㆍ군복무) 등을 전향적으로 확충할 필요가 있다. 이에 더해, 기존 제도가 포괄하지 못하는 청년기 특성을 고려한 신규 지원제도의 도입에 대해서도 중장기적인 검토가 요구된다. 여기에는 청년기의 학업ㆍ구직활동 등과 같은 생애 과업에 대응하기 위한 직업훈련크레딧, 저임금 근로자를 직접적으로 표적화한 보험료 지원제도, 일종의 연성 강제 방식 자동가입장치로 작동할 수 있는 생애 최초 보험료 지원 등이 포함될 수 있다. 이상의 연구를 통해, 현재 광범위한 사각지대 문제에 봉착해있음에도 사실상 방치되어 있다시피 한 청년의 미래 노후소득보장 수준을 제고함은 물론, 국민연금과 관련하여 제기되는 세대 간 불공평 문제를 해소하는 데에도 기여할 수 있을 것으로 기대된다.

영문 초록

The aim of this study is to investigate policy support measures for the inclusion of young adults into the system who are at high risk of exclusion due to poor labor market status. According to the results of the study, young adults have higher levels of labor market instability than non-young adults, and they are more likely to experience blind spots in the national pension system, such as exclusions, exemptions, and long-term delinquencies. To address these contribution gaps among young people, it is necessary to expand the existing insurance premium support and pension credit. It is also crucial to consider introducing new support systems tailored to the specific characteristics of young adults, which are not adequately covered by existing support mechanisms. Examples of these new systems could include vocational training credit to support young adults in their educational and job-seeking endeavors, contribution subsidy program targeting low-wage workers, and a "first-time premium support" program that functions as a soft compulsory auto-enrollment mechanism. The implications of the above research are to improve the future income security of young people, who currently suffer from a wide range of blind spots and have been virtually overlooked. Furthermore, these proposed measures contribute towards addressing intergenerational inequity present within the national pension system.
