국문 초록

이 연구는 고엽제후유의증 등 환자 및 유족 대한 합리적 보상과 보훈복지의료 정책의 발전 방향을 탐색하고자 언론 빅데이터를 활용하여 한국의 퇴역군인의 고엽제 피해와 2세에 대한 언론보도 특성을 분석하였다. 본 연구수행을 위해 1990년부터 2023년까지의 언론빅데이터를 분석하였으며, KH Coder를 활용한 워드빈도, 다차원척도법, 동시출현네트워크를 분석을 실시하였다. 연구결과, 2000년 이후 고엽제 관련 언론보도가 증가하였고 고엽제 피해는 국제적 관계에서 지속적으로다뤄지는 이슈였으며, 후유증, 자녀피해, 생태학살 등의 연관키워드가 다뤄졌다. 2세 분석에서 고엽제 피해가 대물림되며 장애와 고통, 환자와 보상의 의미적 관계망이 도출되었지만 질병 중심의보상으로 구성된 사회적 담론의 한계가 나타났다. 결과적으로 본 연구는 1990년대부터 2023년에이르기까지 고엽제후유의증 등 환자와 2세에 대한 보상과 건강권 보장 등의 사회적 책임에 대한장기적 사회적 담론을 분석하고 고엽제 후유의증 환자와 유족 및 자녀 지원을 위한 보훈복지 정책개발의 필요성을 제시하였다. 이에 국가유공자의 생활 안정을 관장하는 사회보장체계에서 고엽제후유의증 환자 및 자녀, 유족을 위한 합리적 보상과 보훈복지서비스 전달체계의 발전 방안을 제언하였다.

영문 초록

This study used media big data to analyze the characteristics of media reports on Korea' s Agent Orange damage and the second generation in order to explore the diagnosis and development direction of veterans ' welfare and medical policies and reasonable compensation for victims exposed to Agent Orange, victims ' families, including those suffering from Agent Orange aftereffects. For this study, media big data (Big Kinds) was used to analyze media reports from 1~ to 2023 and word frequency, multidimensional scaling, and co-occurrence network were analyzed using KH Coder. As a result of the study, media reports related to Agent Orange have increased since 2000, and Agent Orange damage has been an issue continuously addressed in international relations, and related keywords such as aftereffects, damage to children, and ecocide have been appeared. In the second-generation analysis, parental damage was passed down and a semantic network of disease pain and compensation was derived, but the limitations of social discourse consisting of disease-centered compensation were revealed for second denigration. In the long term period from the l~s to 2023, we analyzed the social discourse on social responsibility such as compensation for the patients and the second generation in order to guarantee the right to their physical, mental health and stability of life on the basis for the development of veterans welfare policy. Accordingly, we proposed a reasonable compensation system for the patients and their children in the social security system that governs the stability of the lives of those who have served the country, and a plan to improve the veterans welfare service delivery system.
