국문 초록

우리나라는 올해로 정전 70주년을 맞았다. 나날이 고도화되는 북한의 핵‧미사일 위협은 한반도에서 지금도 전쟁이 진행 중임을 일깨워 준다. 향후 자유롭고 독립적인 대한민국으로서 통일을 준비해야 하는 우리에게 우크라이나 전쟁은 한반도 문제와 관련해 자유와 민주주의, 인도주의 및 인권등 인류 보편적 가치를 수호하는 연대의 의미를 되새기도록 만들고 있다. 러시아의 우크라이나 침공은 국제법상 명백히 불법적인 전쟁으로써 국제기구, 국제규범 등 국제법 체제가 하나의 외교적인압박 수단으로서 활용될 수 있음을 보여주는 중요한 계기로 작용할 수 있다. 이번 전쟁은 수많은사상자가 여전히 속출하고 있으며, 향후 ‘집단살해죄’, ‘인도에 반한 죄’, ‘전쟁범죄’, ‘침략범죄’ 등 전쟁으로 인한 각종 국제인도법적 과제가 남게 될 것이다. 러시아와 우크라이나의 전쟁으로 인한 각종 범죄의 책임을 확보해 나가는 과정에서 시시비비를 가리는 데에 국제법을 실질적으로 활용할 수 있는 방안을 적극적으로 강구해야 한다. 또한 윤석열 정부가 국력에 걸맞은 책임있는 역할을 다하고 세계 자유‧평화‧번영에 기여하는 글로벌 중추국가(Global Pivotal State) 건설을 대외관계 목표로 천명했듯이, ‘자유민주적 기본질서’에 입각한 대북‧통일정책에 대한 의지를행동에 옮길 수 있어야 한다. 특수한 지정학, 지경학, 지기학적 환경에 처한 한국은 새로운 국제질서의 형성 과정에서 러시아의 우크라이나 침공에 대해 명확한 원칙 하, 분명하게 입장과 인식을 정립하고 국제사회에 이를 표명하는 것이 중요하다. 나아가 이제 우크라이나 전쟁을 계기 삼아 한민족 전체의 미래를 형성하는 일에 보다 적극적으로 참여할 시점이다.

영문 초록

This year marks the 70th anniversary of the Korean Armistice. North Korea' s nuclear threat, which is advancing day by day, reminds us of the ongoing war on the Korean Peninsula. For us, who have to prepare for unification as a 'free' and 'independent' Korea in the future, the Ukrainian war reminds us of the meaning of solidarity that protects the values of 'freedom' and 'democracy' in relation to the Korean Peninsula issue. The Ukrainian war is a clearly illegal war under international law and can serve as an important opportunity to show that international legal systems such as international organizations and international norms can be used as a means of diplomatic pressure. In this war, numerous casualties are still continuing, and various international humanitarian tasks such as 'genocide', 'crimes against humanity', 'war crimes', and 'crime of aggression' will remain the future. In the process of securing responsibility for war—related crimes, it is necessary to devise m떠sures that can practically use international law to cover up disputes. In addition, as the Yoon Suk Yeol government declared as the goal of external relations to build a global hub that plays a responsible role worthy of national power and contributes to world freedom, peace, and prosperity, it should be able to put its will to North Korea policy based on the liberal democratic values. Republic of Korea, which is in a special geopolitical environment, needs to establish a clear position and perception of Russia's invasion of Ukraine in the process of forming a new international order. Taking advantage of the Ukrainian war as an opportunity, it is time to participate more actively in shaping the future of the entire Korean people.
