국문 초록

이 연구는 북한의 핵 개발 동기에 초점을 맞춘다. 김정일과 카다피의 핵프로그램에 대한 비교분석을 통하여, 북한의 핵전략은 미국과 그 동맥국들을 대상으로 함을 강조한다. 질적 비교 연구 방법을 적용한 이 연구는 북한 핵 개발의 다양한 동인, 즉 󰡐주체적󰡑 역량 강화, 북한 내부 동요 세력으로부터의 정권 보호 혹은 생존, 적대적 외부세력 견제, 동구 공산권 몰락, 핵 비확산 외교적 해결 실패 등을 포괄적으로 살펴본 후 이를 리비안 정권의 경우와 비교한다. 이러한 일련의 동인들은 핵 개발에 있어서 수세적 동기와 공격적 동기가 동시에 존재할 수 있음을 보여준다. 이 연구의 특이점은 북한의 경우 자국 정치체제 하에서의 한반도 무력통일의지가 핵 개발의 주요 동인으로 제시한다는 점이다. 외부적 팽창 의지를 강조하는 이러한 동인은 국가 내부 동요를 무마하려는 것이 핵개발의 주요 동인 중 하나였던 카다피의 사례와 비교된다. 이 연구는 또한 핵확산에 관한 일련의 새로운 동인 분석요인틀을 제시하며, 북한의 핵 정책이 주는 함의가 북한뿐 아니라 한반도 전체의 미래를 좌우함을 강조한다. 마지막으로 이 연구는 지난 정부 하에서 남로당 가입이력이 있거나 국가전복에 가담한 인물들이 독립유공자로 선정되었던 사실을 언급하며, 이는 북한정권의 수정주의적 동기와 행태에 대한 본질적 이해가 결여된 데서 나온 오류임을 지적한다.

영문 초록

The focus of this study is the motivation for North Korea's nuclear development under Kim Jong-il. This study compares his program with that of the Libyan leader Moammar Gaddafi. North Korea's strategy focused on the means to deliver a warhead to targets in the U.S. and to America's Northeast Asian allies, Japan and South Korea. This study attempts to verify the rationale for North Korea's nuclear development while stressing the importance of the country's approach. Using qualitative comparative analysis, this paper explains North Korean nuclear development by listing variables, including the capacity to make good on its dreams and the motivation to succeed, comparing the behavior of the Libyan and the North Korean regimes and the Libyan program with that of North Korea. Factors range from the need of the Kim family to survive against domestic opposition to the North's complexes surrounded by hostile powers. It also considers the collapse of Communist rule in the East Bloc and failed efforts at reaching agreement on the North's nuclear program. The article accomplishes this goal by outlining the defensive versus offensive purposes of North Korea's nuclear program in terms of the inspiration for reunification of the Korean peninsula, comparing that motivation with the need of Gaddafi to unite his people behind his leadership. Suggesting a new set of factors for proliferation, the paper makes clear the implications of North Korea's nuclear policy for the future not only of North Korea but for both North and South Korea, the entire Korean peninsula. During the presidency of Moon Jae-in, there was a widespread perception that the Ministry of Patriots and Veterans Affairs should treat those who contributed to the establishment of the North Korean regime as subjects of national merit. The Democratic People’s Republic of Korea (DPRK), however, has always been motivated by the dream of establishing its own revisionist system. Thus, it is more important than ever to analyze the nature of the North Korean regime and its nuclear programs
