국문 초록

본 연구는 중ㆍ단기복무 제대군인의 사회정착을 위한 취업지원 정책의 현실태를 살펴보고 발전방안을 제시하는데 목적이 있다. 이를 위해 중ㆍ단기복무 제대군인을 위한 지원 법률과 정책 및 이를 인식하고 있는 정도와 취업동향을 분석하였다. 연구결과는 다음과 같다. 첫째, 중ㆍ단기복무 제대군인을 대상으로 한 지원정책의 법령 및 제도는 법률상 취업보호대상자가 아니기 때문에 구체적인 근거가 마련되지 않은 상태이다. 다만, 이들에 대한 지원정책은 일부 국가차원의 청년일자리 정책과 연계하여 시행되고 있다. 둘째, 중ㆍ단기복무 제대군인의 진로 및 취업에 대한 인식은 군복무 기간의 공백과 취업시기의 불일치로 인한 불이익 해소마련과 맞춤형 교육 및 지원정책을 요구하고 있다. 셋째, MZ세대의 특성을 고려한 취업지원정책(연봉과 워라밸, 복리후생, 고용안정성 보다는 창업 선호 등)이 필요하다. 넷째, 중ㆍ단기복무 제대군인 지원정책의 발전방안으로는 이들이 법과 제도적으로 취업지원 대상에 포함되도록 하고, 군복무 경력관리에 맞추어 취ㆍ창업 지원정책이 마련되고, 모든 정부부처와 협력된 MZ세대의 요구에 부합하는 창의적 정책이 개발되어야 할 것이다.

영문 초록

This study examines the reality of employment support policies for social settlement of veterans serving in the medium and short term and suggests ways to develop them. To this end, we analyzed the support penalty rates and policies for veterans with medium and short term service, and the provincial and employment trends that recognize them. The results of the study were as follows: First, the laws and systems of support policies for veterans serving for medium and short periods of time do not have a specific basis because they are not subject to employment protection under the law. However, support policies for them are implemented in conjunction with some national youth jobs policies. Second, the perception of career and employment of veterans serving in the medium and short term needs to be prepared to resolve the disadvantages caused by the gap in the period of military service and the discrepancy in the timing of employment. It also calls for tailored education and support policies for them. Third, employment support policies that take into account the characteristics of the MZ generation (salary, work-life balance, benefits, preference for starting a business rather than job security, etc.) are needed. Fourth, as a way to develop policies to support veterans who have served in the medium and short term, they should be included in the employment support target legally and systematically.
