보훈(報勳) 차원에서의 군 체력단련장 역할 연구

국문 초록

군에서 설립하여 운영하고 있는 체력단련장(골프장)은 그 목적에 ‘예비역의 복지증진 도모’가 포함되어 있다. 본 연구는 장기근속하고 전역한 예비역들의 체력단련장 이용실태와 역할을 분석하고 보훈 차원에서 개선해야 할 점 등을 도출하여 제시하였다. 군 체력단련장은 예비역들에게 저렴한 요금으로 여가 기회를 증대해 주고, 신체적·정신적 건강 증진의 역할을 하고 있으며, 가족이나 옛 전우·친구들과의 사회적 관계 유지에 긍정적인 역할을 하고 있다. 이러한 기능과 역할로 인해 예비역들의 체력단련장 이용 소요는 점증하고 있다. 그러나 관련 규정에 군 체력단련장이 수익 목적 하에 비회원(일반인)을 일정률 배정토록 하고 있고, 현장 체력단련장은 더욱 비회원 선호 경향을 보이고 있어 예비역의 예약 확정률은 매우 낮은 편이다. 복지국가의 면모를 갖추게 된 시대적 상황과 예비역에 대한 보훈과 복지의 중요성이 중시되고 있는 점을 고려하여 군 체력단련장은 수익 비중을 낮추어 신분별 배정률을 합리적으로 검토/조정하고 철저한 시행 및 감독이 이루어져야 한다. 또한 골프 인구가 증가하는 사회 추세와 예비역들의 선호도를 고려해서 추가적인 체력단련장 신설이나 매입 등 실질적인 보훈 혜택이 구현될 수 있도록 관련 정책부서인 국방부 및 각 군 본부 등의 종합적인 검토가 필요하다.

영문 초록

Included in the goals for the military to build and run golf courses is promoting the welfare of retired commissioned officers(COs) and non-commissioned officers(NCOs). This study analyzes how long-serving military retirees have utilized the golf courses and it also examines the current status of the facilities, and thereby offers suggestions for improvements to be made in terms of retired officers’ welfare. The golf facilities provide the retired COs and NCOs with affordable leisure opportunities, promote physical and mental well-being, and also help maintain positive social ties with their families, colleagues and other retirees. Hence, the benefits and services provided by the military for retired officers have led to an increased demand for these golf courses. Regulations allow for a portion of the golf courses to be reserved for non-military members. However, in practice, administrators of these courses often prioritize non-military personnel over military retirees, thus resulting in their low booking. Considering the current status of the country as a welfare state and the significance of providing welfare and benefits for retired officers, the golf facilities should reduce their profit margin. Plus, the allocation ratio by status should be reviewed and adjusted in a reasonable manner under thorough oversight. In addition, taking into account the growing popularity of golf and the preference of the sport by veterans and retired officers, the defense ministry and its relevant umbrella agencies should consider building or acquiring golf facilities, thus offering substantial rewards and benefits.
