농산어촌 소규모학교 통폐합·육성정책의 변동 과정과 원인 분석

국문 초록

이 연구에서는 농산어촌 소규모학교 ‘통폐합’ 정책이 ‘육성’ 정책으로 변동된 과정을 기술하고, Hood(1994)의 이론을 분석틀로 활용하여 정책변동의 원인을 분석하였다. 정부차원의 통폐합·육성정책 변동 과정은 1982년~2009년까지 통폐합 정책 추진기, 2010년~2015년까지 통폐합·육성 정책 혼재기, 2016년~현재까지를 육성정책 추진기로 구분하였다. 시·도교육청차원의 소규모학교 정책은 대부분 소규모학교가 많은 지역의 황폐화와 소멸을 저지하기 위한 자구책으로 육성정책이 추진되었다. 정책변동 분석 결과 통폐합 정책의 한계로 인한 ‘내적요인’, 효율성과 형평성에 관한 ‘정책 아이디어’, 정부·교사 및 시민 단체·진보 교육감으로 구성된 정책 참여자들의 ‘이해관계’, 정치·경제·사회적 환경변화에 따른‘외적 상황의 변화’가 정책변동의 원인인 것으로 밝혀졌다. 이 연구의 결론으로 농산어촌 소규모학교 정책은 '통폐합'과 ‘육성’이라는 양립 적인 논쟁이 아닌 학생 학습권 보장과 양질의 교육 경험을 먼저 고려해야 하며, 정책변동의 역동성 공간이 확장되고 현장의 목소리가 정책에 반영되기 위해서는 단위학교 중심의 움직임에 관한 구체적인 사례가 만들어져야 함을 제안하였다.

영문 초록

In this study, the process of changing the policy of 'integration' of rural small schools to 'Fostering' policy was described, and the cause of policy change was analyzed. The government-level consolidation and fostering policy change process was restructured and described as a consolidation policy promotion period from 1982 to 2009, a consolidation and fostering policy mixing period from 2010 to 2015, and a fostering policy promotion period from 2016 to the present. It was confirmed that the policy of fostering small schools at the level of the metropolitan and provincial offices of education was promoted as a self-rescue measure to prevent the devastation and extinction of many small schools. As a result of analyzing policy changes, it was found that 'internal factors' due to the limitations of the consolidation policy, 'policy ideas' on efficiency and equity, 'interest relations' of policy participants composed of government, teachers, civic groups, and progressive superintendents. As a conclusion on the policy of rural small schools, it was suggested that the policy should first consider guaranteeing student learning rights and high-quality educational experiences, and specific examples of unit school-oriented movements should be made in order to expand the policy.
