Likert 관리체제이론을 통해서 본 학교거버넌스 개선 방안 탐색

국문 초록

본 연구는 리커트(Likert) 의 관리체제이론(1976)을 활용하여 우리나라 학교거버넌스 구성 요소를 분석하였다. 우리나라 학교거버넌스는 학생회, 교사회, 학부모회와 같은 주체별 조직과 각 주체들을 서로 연결하는 학교운영위원회와 같은 조직이 다중중첩구조를 이루고 있다. 우리나라 학교거버넌스의 구조는 체제4(system4)에서 강조하는 링킹핀(linking pin) 구조를 이루고 있으나, 각 주체들이 Likert가 제시한 체제결정변인의 어느 단계에서 행동하느냐에 따라 체제의 수준이 결정된다고 볼 수 있다. 이에 학교거버넌스의 효과적인 운영을 위한 개선 방안으로는 첫째, 학교거버넌스의 모든 참여주체가 공동비전을 만들고 이에 대한 인지적, 정서적 동의를 이루어야 한다. 둘째, 학교 관리자의 수평적, 민주적 의식이 조직 전체에 깊숙이 뿌리내리도록 해야 한다. 셋째, 의사결정 권한이 모든 주체에게 동등하게 분배되어야 한다. 넷째, 마을교육공동체 차원에서 단위학교와 지역사회 및 기초지방자치단체를 긴밀하게 연결할 링킹핀 구조에 대한 체계적인 보완이 필요하다.

영문 초록

This study analyzed the components of school governance in Korea using the management system theory of Likert (1976). In school governance, organizations such as student associations, teachers' associations, and parents' associations and organizations such as school management committees that connect each subject to each other have a multi-overlapping structure. The structure of school governance in Korea has a linking pin structure emphasized in System 4, but it can be seen that the level of the system is determined by which stage each subject acts in the system decision variable proposed by Likert (1976). Therefore, as a way to improve the effective operation of school governance, first, all participating entities in school governance should create a shared vision and achieve cognitive and emotional consent. Second, the horizontal and democratic consciousness of school managers should be deeply rooted in the entire organization. Third, decision-making authority should be equally distributed to all subjects. Fourth, at the level of the communitiy of village education, it is necessary to systematically supplement the linking pin structure that closely connects unit schools, communities, and basic local governments.
