단위학교 교무-행정조직 간 상호 갈등업무 협력 요구도 분석

국문 초록

본 연구는 단위학교 내 교무조직과 행정조직 간의 주요 업무갈등 영역 중 협력이 가장 필요한 업무를 실증적으로 분석하고 향후 단위학교에 우선 지원이 필요한 사항을 파악하는 데 목적이 있다. 이를 위해 충청남도 내 아산ㆍ당진ㆍ서산지역 초ㆍ중학교에 근무하고 있는 교직원을 대상으로 상호 갈등업무에 대한 협력 중요도와 현장의 수행도를 조사하였으며, Borich 요구도 공식과 The Locus for Focus 모델을 적용하여 협력 우선순위를 도출하였다. 분석 결과에 따르면 우선, 업무의 중요성에도 불구하고 교무조직과 행정조직 간 협력이 가장 안 되고 있는 업무로 두 조직 모두 ‘CCTV 운영관리’ 업무를 지적하였으며, ‘계약제교원 및 자체 계약직원 채용’과 ‘방과후학교 운영관리’ 또한 협력 우선순위가 높은 업무로 지적되었다. 둘째, 공통적으로 지적된 세 가지 우선 협력 업무 외에 교무조직은 ‘학교환경위생 정화구역 관리’나 ‘학교 안전공제회 운영’을, 행정조직은 ‘감사 및 청렴업무’나 ‘CCTV 총괄책임관’ 업무, ‘교사 내 먹는 물 관리’, ‘정보화기기 현황 관리’ 등을 우선 협력 대상으로 함께 지적하였다. 셋째, 교무조직은 교원이나 학생과 직접적으로 관련된 갈등업무를, 행정조직은 행정실 업무 성격이 보다 강한 업무들을 중심으로 협력의 필요성이 높은 경향을 보였다. 이러한 분석 결과를 토대로 본 연구에서는 교무조직과 행정 조직 상호 간 갈등업무 해소를 위해 협력 우선순위가 높은 업무에서부터 명확한 업무 분장 및 조정이 필요할 뿐만 아니라, 학교지원센터를 비롯한 교육지원청 기능 개편 논의에서 협력 우선순위가 높은 업무들부터 지원하는 방안 등을 제안하였다.

영문 초록

The purpose of this study is to empirically analyze the tasks that require cooperation between the two organizations among the major work conflict areas between the teacher's organization and the administrative organization in school. To achieve this goal, teaching and administrative staff working in elementary and middle schools in Asan, Dangjin, and Seosan areas in Chungcheongnam-do were investigated.. Also, Borich’s Needs Assessment and Locus for Focus model were applied to draw out priorities in cooperation tasks. The followings are the major findings from this study. First, both organizations pointed out that the 'CCTV operation management' task, 'hiring contract teachers and self-contracted employees', and 'after-school operation management' were high cooperation priority tasks. Second, in addition to the three aforementioned priority cooperation tasks, teachers' organizations pointed out 'Management of School Environmental Hygiene Purification Zone' and 'School Safety Mutual Aid Association' as the key cooperation task, whereas administrative organizations pointed out 'Audit and Integrity Work', 'CCTV General Manager', and 'Information Device Status Management' as priority targets. Third, teachers' organizations tended to have a high need for cooperation in the conflict tasks areas that are directly related to teachers and students, and administrative organizations focused on tasks with stronger administrative work characteristics.
