국문 초록

본 연구에서는 7차에 걸쳐 이루어진 교육청평가의 변천과정과 특징을 살펴보고 평가과정에서 제기된 문제점을 살펴 이의 개선방안을 모색하였다. 지금까지 이루어진 평가는 교육인적자원부에서 시행하고 있는 정책을 평가하는 정책평가에 중점을 두고 이루어져 왔으며, 평가의 내용과 방법, 평가위원 등이 매년 바뀌어 평가의 일관성, 지속성을 유지하지 못하였다. 평가의 결과도 상금을 배분하는데 중점을 두었기 때문에 교육청이 안고 있는 문제점을 찾아서 개선하는 데는 크게 기여하지 못하였다. 교육청평가의 주요 기능은 초·중등 교육을 지역의 특성에 맞게 활성화하도록 점검하고 진단하며 문제점을 발견하여 개선하도록 하는 일이다. 이런 기능이 활성화되도록 교육청 평가의 기능과 역할, 수행방법, 평가결과의 활용 등이 개선되어야 한다.

영문 초록

Since 1996 Ministry of Education and Human Resource has evaluated Municipal and Provincial Educational Office for 7 times. The evaluation has focused on educational policy developed by Ministry of Education and Human Resource. Therefore, the method, contents, members of evaluation have changed annually. The results of evaluation have been used for distributing the grant to follow the central governmental policy. The evaluation had made the local educational offices difficult to do their own educational activities. Some of researchers reviewing evaluation process recommended the methods and contents of evaluation. The basic function of evaluation is to find the problem and to recommend its solution. It should not focus on the competition, but on the cooperation and problem solving. The evaluation done till this day has not functioned these roles. The evaluation in 2003 tried to do this function. But the evaluation in 2005 backed to the previous evaluation style. To function the original and basic role of educational office evaluation, the government should try to focused on not the policy evaluation, but the basic role and function of local educational office.
