시⋅청각장애인을 위한 OTT 서비스 제공 방안의 지향점

국문 초록

연구 목적: 본 연구는 신제도주의 입장에서, 변화된 미디어 환경을 반영한 시⋅청각장애인의 미디어 접근성 확보 방안의 지향점을 알아보았다. 연구 방법: 국내 장애인방송 정책이 담긴 문헌자료들을 분석하고, 방송사업자와 국내 OTT 사업자들의 장애인방송 실무자 심층 인터뷰를 진행하였다. 연구 결과: 장애인방송의 정책과 실무자들의 인식에는 지금까지의 제도에 대한 경로의존성이 발견되었으며, 초기부터 지속되어온 정부의 제작비 지원 제도는 방송사업자는 물론, OTT 서비스 사업자들도 당연한 것으로 인식하고 있었다. 또한 법적인 의무제공자가 아니라면 장애인방송을 자발적으로 제공해야한다는 인식은 거의 없는 것으로 조사되었으며, 장애인방송 홍보 필요성에 대한 인식도 없었다. 결론: 장애인방송 서비스를 적극적으로 제공하고 있는 넷플릭스의 운영정책이 국내 사업자들에게 외부적 충격으로 작용하여 변화의 동인이 되기를 기대하며, ‘장애인방송’이란 용어 대신 비장애인 소비자까지 포괄할 수 있는 폐쇄자막과 화면해설서비스에 대한 새로운 명칭 마련과 이를 토대로 한 전국민적 홍보가 필요하다.

영문 초록

Purpose: The purpose of this study is to find out how to secure media accessibility for the disabled reflecting the changed media environment from the perspective of the new institutionalism. Method: Literature data containing disabled broadcasting policies were analyzed, and in-depth interviews were conducted with broadcasters and OTT service providers in charge of disabled broadcasting. Results: The path dependence on the system was found in the perception of disabled broadcasting's policies and operators and the government's production cost support system, which has been continued from the beginning, was taken for granted by broadcasters as well as OTT service providers. In addition, it was found that there was little recognition that broadcasting for the disabled should be provided voluntarily unless it is a legally obligatory provider, and there was no awareness of the need to promote broadcasting for the disabled. Conclusion: It is hoped that the operating policy of Netflix, which provides broadcasting services for people with disabilities, will work as an external shock to domestic operators. Instead of using the term ‘broadcasting for the disabled’, it is necessary to prepare a new name for closed captioning and audio description that can cover non-disabled consumers and advertise for the public.
