국문 초록

본 연구는 우리나라 비상대비업무 발전 방안을 제시하는데 목적을 두고 있다. 남북한의 관계는 서로 다른 체제로 인해 전쟁의 위협이 계속되고 있다. 최근에는 무인기, 핵 개발 및 미사일발사 등을 앞세워 위협을 가하고 있다. 우리는 그동안 북한의 위협에 맞서 비상대비 조직을신설하고 발전시켜 대응해 왔다. 그러나 세월호 사고와 감염병을 겪으면서 재난, 자연재해 등의 비군사적 위협에 대한 대응에 치중한 나머지 비상대비업무는 재난의 하위 개념으로 전락하였다. 현재의 재난안전관리본부는 비상대비업무를 수행하기에 부족하다. 이에 따라서 북한의 안보위협에 대응하기 위한 비상대비 업무 발전 방안에 관해 연구하였다. 연구방법은 선행연구자료에 대한 문헌 조사방법와 행정안전부에서 발표한 자료를 분석하여 연구하였고 결과는 다음과 같다. 첫째, 통합적인 위기관리를 위한 국가위기관리기본법이 제정이 필요하다. 둘째, 국가 차원에서 대응할 수 있는 조직 신설이 필요하다. 대통령의 국가안보보좌 기능을 강화할 수 있도록 국가안보실에 신설하고 비상대비 업무를 조정·통제 및 감독할 수 있는 조직이 되어야 한다. 셋째, 전문가 교육과정을 신설하고 자격증 제도를 만드는 등 전문가를 양성해야 한다. 마지막으로, 북한의 위협에 대해 명확하게 분석하고 이를 기초로 비상대비계획을작성해야 하며 검증할 수 있는 전문평가팀을 만들어 계획의 완전성을 높여야 한다.

영문 초록

The purpose of this study is to present measures for the development of emergency preparedness work in Korea. Relations between the South and North Korea continue to threaten war due to different systems. In recent years, it has been threatening with unmanned aircrafts, nuclear development, and missile launches. We have been responding by establishing and developing an emergency preparedness organization against North Korea's threats. However, while experiencing Ferry Sewol accidents and pandemic crises, the emergency preparedness tasks focused on responding to mainly non-military threats such as these, and the remaining tasks have degenerated into a sub-concept of disasters management. The current Disaster Safety Management Headquarters is insufficient to carry out emergency preparedness tasks. Accordingly, the emergency preparedness work development plan was studied to respond to North Korea's security threat. The research method was studied by analyzing the literature survey method for previous research data and data published by the Ministry of Public Administration and Security, and the results are as follows. First, it is necessary to enact the Framework Act on National Crisis Management for integrated crisis management. Second, it is necessary to establish an organization that can respond at the national level. It should be established in the National Security Office and an organization that can coordinate, control, and supervise emergency preparedness tasks so that the president can strengthen the function of national security adviser. Third, experts should be trained by establishing an expert curriculum and creating a certification system. Finally, it is necessary to clearly analyze North Korea's threats and prepare an emergency preparedness plan based on them, and to increase the completeness of the plan by creating a verifiable professional evaluation team
