노년기 독립성 상실과 장기 요양 서비스 제공 인력의 고갈

국문 초록

노년기에 근력 약화나 질환 발생으로 거동이 불편해지면 독립성 유지 생활이 어려워진다. 대다수 문화권에서 근래 고령자가 빠르게 늘고 있는데, 이는 역시 건강 문제로 장기간의 돌봄이 필요한 고령자가 증가함을 의미한다. 돌봄이 필요한 고령자가 발생하면 기본적으로 가족이 그 책임을 맡아왔지만, 근래에는 가족이 돌보기 어려운 상황이 전개되고 있다. 아울러 돌봄 서비스를 전문적으로 제공하는 인력(예, 요양보호사)도 업무 과다와 낮은 급여로 인해 쉽게 이직하는 경향을 보인다. 그로 인해 시간이 흐를수록 돌봄을 제공해주는 인력 공백이 커질 것으로 예측된다. 이러한 현황 때문에 노인은 고령일수록 돌봄 인력 부족으로 위기가 더 심해진 상태로 살아가야 할지도 모른다. 그 대처방안으로 나이가 들더라도 근력을 유지하려는 개인 차원의 건강 관리 노력이 필요하다. 이와 동시에 국가 차원에서는 돌봄이 필요한 가정을 돕는 방안 및 요양보호사가 스스로 돌봄 현장을 찾을 수 있도록 해주는 방안을 구체적으로 모색해야 한다. 그리고 건강이 좋지 않더라도 돌봄이 필요한 상태의 노인이 그 지역사회를 벗어나지 않고 살아가도록 해주어야 한다. 예를 들면, 요양이나 치료시설이 갖추어진 복합 주택단지나 아파트 등의 현실화 방안을 적극적으로 모색해야 한다. 이러한 환경은 고령 친화 지역사회가 될 수 있고, 돌봄 관련 사회적 비용을 절약하는 수단이 될 수 있다.

영문 초록

It would be so difficult to maintain independence for older adults if they lose mobility due to diseases or disability. The older population has been growing rapidly in most countries, and it means that number of older adults with long-term care need is increasing. The family members have been basically responsible to take care of them, the recent situation would be getting harder and harder for the members to provide care services. Moreover, formal caregivers tend to quit their jobs with ease because of excessive work as well as low pay. As time goes by, therefore, it is expected that caregiver shortage would be more severe and severe. For the reason, the older adults might have to live in a crisis state of the shortage as they get older. As its countermeasure, everyone should take care of his/her health to maintain muscle strength even when he/she ages. At the same time, specific ways to help families in need of long-term care and to help the formal caregivers return to the long-term care facilities should be found at the national level. Also, every older adult could be treated or cared within his/her community no matter how bad his/her health would be. For instance, multi-family housing system equipped with treatment and/or care facilities should be actively realized. This kind of social atmosphere can create age-friendly communities, and become a means of decreasing social expenditures related to caring for the geriatric patients.
